Police Department officer who shot and killed a 14-year-old special
education student in one of the decade's most controversial shootings
earned his badge and gun despite flunking a crucial test of firearms
handling as well as initial police field training, according to
documents recently made public as part of a civil rights lawsuit.
Officer Arthur J. Carbonneau also failed 16 of 30 subjects in his
mandatory Texas peace officers' test, including "use-of-force law,"
"use-of-force concepts" and "arrest, search and seizure," records show.

Another California City To Pass Lost-Gun Ordinance: Oxnard will become
the fourth city in Ventura County to approve a new gun control law that
allows police to better track the sale of illegally purchased weapons.
The City Council will consider the so-called lost or stolen gun
ordinance tonight, and three council members said they will vote to
approve it...The ordinance requires gun owners to report stolen or lost
firearms within three days of their disappearance or face misdemeanor
charges. Owners who had guns go missing in the past five years will be
required to report them within 90 days of the law's adoption.

Misguided Moms To Protest Virginia Gun Show: On October 20 at noon,
members of the Richmond, Virginia, chapter of Million Mom March will
protest at the gun show to be held at The Showplace on Mechanicsville
Turnpike in Richmond. Members will dress in black and lie down in front
of the Showplace for three minutes. The number three is significant
because one child or teen is killed by a firearm every three hours and
every three days America loses the equivalent of a classroom of children
as a result of gun violence.

and Virginia Tech may be rivals sometimes, but UVA students are honoring
their brothers and sisters Tuesday on the six-month anniversary of the
tragic shooting at that school. Concerned members of the University of

Oops, Wrong House: A would-be burglar is dead, after targeting the wrong
house early Tuesday morning. Police said the homeowner confronted and
shot the intruder about 4:10 a.m. inside a small garage at the back of
his property in the 3600 block of Cortez Drive, a few blocks north of
Dallas Love Field... According to investigators, the shooting appears to
have been justified. The unnamed homeowner - who was said to have been
the victim of several previous burglaries this month - will not be charged.

Rapper Arrested On Federal Firearm Charges: ...Federal authorities say
he tried to buy three machine guns and two silencers from a man
cooperating with the Bureau of Alcohol, Tobacco Firearms and
Explosives...After trying to buy several machine guns from an undercover
ATF agent, the unnamed person began cooperating with the government and
said he was buying the machine guns and silencers for Harris, the
complaint said. The bodyguard said that he had bought about nine
firearms for Harris, and that the rapper had given him cash to buy guns
four times, the complaint said.

Americans In Poll Reject Handgun Ban: Two-thirds of adults in the United
States would oppose a federal ban on handguns for everyone except the
police and other authorized individuals, according to a poll by Gallup
released by USA Today. 68 per cent of respondents do not think there

Australian State Rejects Total Gun Ban: The South Australian Government
has rejected calls for a total ban on gun ownership across the state.
Police Minister Paul Holloway and Attorney-General Michael Atkinson said
a total ban would disadvantage sporting shooters and farmers. They said
the Government had already increased penalties for illegal gun use and
gun-related crime was not on the rise. Yesterday Director of Public
Prosecutions Stephen Pallaras suggested the ban as police continued to
investigate two shootings in Adelaide, one of which left a man in
hospital in a critical condition.
