Maryland To Require Mental-Health Records For Firearm Purchases: Gov.
Martin O'Malley's administration has quietly issued a new gun purchase
regulation that requires prospective buyers to sign a waiver releasing
their mental health records to the Maryland State Police. The rule,
which came in response to the killings at Virginia Tech and took effect
Aug. 1, is intended to help police determine whether someone should be
prevented for mental health reasons from buying a gun. It would apply to
people who have been ordered into treatment by a court or who have
checked into a state psychiatric hospital for at least 30 days.

Giuliani Endorses "Assault Weapons," For Cops: Republican presidential
candidate Rudy Giuliani, who frequently touts his crime-fighting record
when he was mayor of New York City, said Monday that Miami Police Chief
John Timoney ''made the right decision'' in allowing officers to start
carrying assault weapons...The former mayor didn't answer a question
about whether he favors the reinstatement of a federal ban on many
military-style assault weapons. Timoney has blamed the expiration of the
ban in 2004 for the escalation of firepower on Miami's streets.

Bloomberg Endorses Another Infringement: Mayor Michael R. Bloomberg held
a news conference under the Brooklyn Bridge today to call on Congress to
pass a bill that would allow the Justice Department to block gun sales
to people who appear on the federal government's terrorist watch
lists...NRA's Chris Cox said the process by which the terror watch lists
are devised is not subject to the due process guarantees that criminal
defendants are afforded at trial. He noted that the watch lists often
result in significant errors: Senator Edward M. Kennedy, Democrat of
Massachusetts, was blocked from boarding flights because his name
triggered a similar name on the government's no-fly list.

Number Of CHL's Rises In New Mexico: More than 7,000 permits have been
issued in New Mexico, up from 1,127 in July 2004...Aikens said he
expects more will apply for permits with a new law that went into effect
July 1. The law allows persons with permits to carry their weapons into

University Students Seek Recognition Of Gun Club: Friends and roommates,
juniors Andrew Breza and Ken Stauff share an interest in Second
Amendment rights and range shooting. After a failed attempt two years
ago to start the GW Gunslingers, the pair began organizing the Colonial
Militia, a group concerned with gun rights advocacy and shooting for
pleasure. "We chose (the name) Colonial Militia to knock on the Colonial
Army, but also the militia is basically what won this country," Stauff
said. "We are the Colonials here, so why not expand upon that?"

Oops, Wrong House: Deputies are investigating a breaking-and-entering
case in which they said the intruder was shot and killed...Authorities
said a man woke up and found another man climbing through a ladder and
going through his window. The homeowner confronted 55-year-old Howard
Jones as he came off the ladder, investigators said. Jones was shot
twice with a rifle and later died at a local hospital, according to the
Surry County Sheriff's Office. Authorities said it wasn't the first time
Jones had broken into the home.

Follow-Up, Shooting Investigation Nears End: The Bonneville County (ID)
Sheriff's Office wraps up its investigation into the deadly shooting of
a man last month in Swan Valley. Now, it's up to the prosecutor to make
the decision on possible charges. William Schultz was fatally shot on
August 28th. His wife Debra admits to shooting her husband, saying he
was high, drunk and being physically abusive. The sheriff's office never
detained or arrested Debra because the initial investigation shows the
shooting inside their home was in self-defense.

Accomplice Charged With Murder In Florida Shooting: The Broward
Sheriff's Office said detectives have arrested the accomplice of a
robbery suspect shot and killed last week by a store clerk at an Oakland
Park clothing store...Store clerk George Azar, 25, shot and killed
McNeal's friend, Hung Nguyen, 17, after they entered the Corner Urban
Wear store armed with handguns, detectives said. Detectives believe
McNeal fled on foot after the shooting.

Rule Three Reminder: A security guard at the Seabrook Nuclear Plant was
wounded Monday when his handgun went off accidentally. Plant spokesman
Alan Griffith said the guard's weapon went off as he was putting it in
his holster while coming on duty. He was treated and released for a leg

Which Rule Was Not Violated?: A Phoenix man who police said was
manipulating a hunting rifle in his home Monday accidentally fired the
gun, killing a nearby motorist with the stray bullet. Cecil Pugh, 59,
was killed shortly after noon as he drove east on Robin Lane near 29th
Avenue and the stray bullet came through the windshield of his tow
truck. The gun owner, a 51-year-old man, was handling the rifle in his
home in the 22000 block of N. 29th Ave. when it accidentally discharged,
