Arkansas And Louisiana Announce Reciprocity: Last week, the Arkansas
State Police and the Louisiana State Police reached a reciprocity
agreement, which provides that each state will recognize the other's
"Right-To-Carry" permits. Permit holders must still comply with the
laws that apply in whichever state they are traveling. (If it's "Right
To Carry," why does it require a permit?)

Nonsense From Newport News: A local newspaper bemoans the fact that
Virginia municipalities cannot legally enact local bans on firearms. No,
no and no. No restrictions on guns in local government buildings. No
restrictions on guns in parks. No restrictions on guns at festivals. No
bans on guns in school parking lots, so long as they're unloaded and in
trunks or gun racks.

New Jersey "Proposes" Further Infringements: The proposal would do the
following: It would require law-abiding gun owners to surrender or pay
to render their "large capacity" magazines permanently blocked.
Possession of a temporarily blocked "large capacity" magazine would be a
crime. Certain semi-automatic shotguns and handguns would be classified
as "assault firearms" because of cosmetic features, which have not been
named in any statute enacted by the New Jersey Legislature. Another
proposal seeks to harass lawful owners and retailers of "assault
firearms" by requiring that licensed dealers who accept an "assault
firearm" and/or machine gun from a citizen for transfer, resale, or
repair must notify the Superintendent of the State Police within 48
hours. Also, all firearms sold by retailers would be mandated to be
secured by steel cable. Finally, the proposal forces those placing
handguns on consignment to produce a new permit to retake possession of
the handgun.

Violent Crime Surges In Suburban Communities: Article from The

Nearly Half Of Murder Victims Are Black: Nearly half of the nation's
murder victims in 2005 were black, and the number of black men who were
slain is on the rise. A majority of the black murder victims were
relatively young - between 17 and 29, the Justice Department said in a
study released Thursday..."The mixture of illegal drugs, easy access to
handguns, and young men who feel locked out of economic opportunity is

Florida on I-75, one is greeted by a billboard reading, "Visitor

Erected by the Brady Campaign to Prevent Gun Violence, the sign is a
reference to the fact that, for the last year and a half, Floridians
have been allowed by law to shoot anyone they want. (Better for decent

More Details Would Be Nice: A deputy sheriff in Florida shot and wounded
a shooting suspect who was wearing body armor and was armed with an
AR-15 rifle and a handgun. (The suspect's wound in the buttocks is
almost certainly below the coverage of his body armor. It would be
interesting to know if the deputy intentionally aimed there because he
realized that a handgun round would not penetrate the armor or if the
deputy was also armed with a rifle.)

JPFO. Volunteers have corrected them, but someone subsequently erased
the corrections while adapting some of our text to transmit more
inaccurate information. Our volunteers also added additional information

Activists should be aware of the fact that as the "Parker" case heads to
appeal at the Supreme Court, it is no longer the "Parker" case. The
pleading for certiorari will be titled "District of Columbia v. Heller"
since Heller was the only plaintiff in the original case who was
actually found to have legal standing and the roles have switched for
the appeal.
This change has made it difficult for many people trying to keep up with
the case to locate information since they were searching for the wrong
case title.
The Supreme Court did grant the Districts request for more time to file
their appeal and that time runs out on September 5. One of the primary
reasons for the requested delay - and probably for the decision to
appeal itself - is the fact that DC has managed to hire a prominent
anti-gun law professor to head up their case. The Professor only became
available in the past month or so and they wanted him to be able to
supervise the whole shebang. (Or at least that's what I think.)
I am currently writing a short piece on this subject for inclusion in
the upcoming edition of the Hard Corps Report which we hope to have in
the mail next week.
