Newsweek Looks At Parker: The District of Columbia has the most
restrictive gun laws in the country. But that's a distinction the
nation's capital will soon lose--if Robert Levy prevails. Levy was born
in Washington, but left years ago; a resident of Naples, Fla., who made
a fortune as an investment analyst, he is now a senior fellow in
constitutional studies at the libertarian Cato Institute. (Article
includes interview with Levy.)

McCarthy Lets The Cat Out Of The Bag: In the last mailing, before my
second computer crash in July, I linked a blog item by Josh Sugarmann,
complaining about the inclusion of the NRA-backed provision for
reinstatement of the right to own firearms in the NICS Improvement Bill.
The bill's author counters, "It is important to point out that any
reinstatement procedure must take in an adversarial due process setting
before a judge. A doctor's note cannot restore the gun rights of someone
who has been mentally adjudicated. In fact, the process for regaining
gun rights will be as rigorous as being placed in the NICS system."

BATFE Backs Off From "Threat" Complaint: Federal authorities have agreed
to tell a judge in Idaho that the "threat" from a gun-shop manager they
had complained of probably wasn't anything significant, the manager has
told WND..."Although an apology would be nice, this will suffice,"
Horsley said. "We are pleased with this decision and with the response
that we have received from supporters across the nation who have been
following this case."

New Hampshire Man Loses Court Battle For Pistol Permit: A District Court
Judge upheld the decision of Police Chief Michael Magnant to deny a
former city employee a concealed weapon permit. Justice Stephen M.
Morrison stated in his decision to deny Lee Roseberry the permit, that
"evidence was of concern to the court as it depicted the petitioner as
having a short temper, subject to violent outbursts and caused
co-workers fear for their safety."

Rule Five Reminder: A rifle, ammunition and cartridge clips were stolen
from an Aurora police officer's personal car, and the thief remains at
large. The theft of a .223-caliber AR-15 happened about 9 p.m. Thursday
in south Aurora, said Bob Friel, a police spokesman. The military-type
rifle can be used as an automatic or a semiautomatic weapon. The theft
from the unlocked car has been assigned to the department's detective
bureau, Friel said. (Rule Five: Maintain control of your firearm. It's
news to me that an AR-15 can be used as an automatic weapon.)

Common Sense From Canada?: A salute to Nova Scotia Justice Minister
Murray Scott, and Liberal Leader Stephen McNeil, for refusing to climb
on the bandwagon being rolled out (yet again) by Ontario's Liberal
government and Toronto Mayor David Miller. They're calling for a total
ban on handguns in Canada in the wake of another rash of shootings in
cities across the country last week, including two in Halifax - one a
murder.
