extensive list of New York State pistol licensees, points out that
excessive restriction or prohibition creates black markets. "Consider
Mexico, where gun licenses are issued by the central government's
defense secretary and cost $1,900 every two years. There are less than

up like a child's Thursday when he picked up two early Christmas
