HB 2076 is an AzCDL supported bill that would require on-site, "readily
accessible" storage and "immediate retrieval" of a weapon when public
establishments or events forbid weapons:

Prior to the hearing, Senator Huppenthal (Committee Chairman) added an
amendment extending the effective date to January 1, 2009:

Unfortunately the amendment passed. However, during the hearing, AzCDL
was effective in pointing out that: there is no requirement to ban
weapons; public establishments choosing to ban weapons have already had
6 years to comply with the original storage law; compliance with the law
by public establishments has been uneven. AzCDL also successfully shot
down the claim that HB 2076 would require events that serve alcohol to
store firearms.
Because of AzCDL testimony, support for the 2009 effective date was
weakened, and we are now working with the bill's sponsor for a possible
floor amendment to revise the effective date.
The next stop for HB 2076 is the Senate Rules Committee.

The Arizona Citizens Defense League (AzCDL) has informed me that HB 2074
is scheduled for debate and a vote in the Senate Committee of the Whole
(COW) on March 23, 2006. I urge you to vote for HB 2074.
HB 2074 eliminates the training requirement for Concealed Weapons (CCW)
permit renewal. Arizona is one of the few "shall-issue" CCW permit
states that require training for permit renewal. The overwhelming
majority of shall-issue states do not require renewal training and they
are not experiencing any problems. Arizona will not be the exception
when HB 2074 is enacted.
Contrary to assumptions, there is no correlation between mandatory
training and permit holder conduct. Seven shall-issue states have no
training requirements at all. Two of these, Indiana and Pennsylvania,
have about three-quarters of a million active permits and have
revocation rates that are comparable, if not better than, states with
training requirements.
Reliable research shows that elimination of the renewal training
requirement will result in an increase in CCW renewals and generate more
state revenue from renewal fees. It is also likely to generate an
increase in initial permit applications as citizens realize that the
legislature has facilitated the renewal process.
Some concerns have been raised that the absence of renewal training
prevents permit holders of being apprised of changes in the state's laws
concerning firearms and deadly force. DPS already does an excellent job
of providing up to date information for CCW permit holders via their
web-site. However, permit applicants can easily be updated by including
a pamphlet or flyer with the permit renewal packet. This is already the
practice in Florida and other states. By having the permit holder sign
an affidavit stating that he or she has read and understood the changes,
the state is absolved of any further responsibility. Again, this works
in Florida, which has successfully issued over 1.3 Million permits since
1987. There is no reason to believe that it wouldn't work in Arizona.
An amendment was added to HB 2074 in the Senate Judiciary committee that
would provide for full recognition of out of state CCW permits, provided
that the permit holder is not an Arizona resident and is not prohibited
from possessing a firearm in Arizona. This amendment language was
offered by Arizona DPS, and is supported by them.
Again, I ask for your support and vote for HB 2074 in the COW and during
the Third Read.
