Monday, February 27, 2006 with a favorable amendment added by the
Committee Chairman, Senator Huppenthal. Details of the vote can be

HB 2074 eliminates the CCW renewal training requirement and the
amendment allows for near universal recognition of permits issued by
other states. The language in the amendment is supported by DPS.
The original version of HB 2074 has already passed the full House. It
has now passed the Senate Judiciary committee by a vote of 6-1. From
here, it's headed to the Senate Committee of the Whole.
As HB 2074 progresses, we will "alert" you when it's time to contact
your Senator to push for passage by the full Senate.

NY SENATOR PULLS "SHOOT-TO-WOUND" BILL AFTER GETTING LAW ENFORCEMENT

In Force Science News #39 (transmitted Mon., Feb. 27) we spotlighted the
fact that Democratic NY Senator David Paterson had introduced
legislation designed to force officers in deadly force situations to try
and shoot violent suspects in the arms or legs to stop them.
Yesterday (Tues., Feb 28), after a "productive and positive meeting"
with John Grebert, executive director of the NYS Association of Chiefs
of Police, Paterson has decided to pull the bill. This decision comes 5
years after first introducing it and receiving no feedback from law
enforcement.
