From AZ CWPU:
Greetings All,
The AZ House has passed HB 2074 which will eliminate the required
two-hour renewal class. The bill goes to the Senate now. Contact your
Senators and let them know how you feel about this bill, either for or
against:
http://www.azleg.state.az.us/formatdocument.asp?indoc=/alisStaticPages/HowToContactMember.asp
HB 2075 was modified and became a "strike all" bill. The verbiage was
changed to the following:
F. Subsection A, paragraph 1 of this section shall not apply to a
weapon or weapons carried in a belt holster which holster is wholly or
partially visible, or carried in a scabbard or case designed for
carrying weapons which scabbard or case is wholly or partially visible
or carried in luggage. Subsection A, paragraph 2 of this section shall
not apply to a weapon or weapons carried in a case, holster, scabbard,
pack or luggage that is carried within a means of transportation or
within a storage compartment, trunk or glove compartment of a means of
transportation. For the purposes of this subsection, a holster is
presumed to be wholly or partially visible if the holster is worn
outside of all layers of clothing.
The current version of this bill appears to address only open carry.
While the language is still confusing, this bill is a step forward to
clarify issues with the Moerman and Adams cases (what happens if a
jacket or shirt partially covers the top of the holster? The holster is
no longer outside all layers of clothing).
The other bills related to CCW appear to have stalled in the House for now.
Regards,
Detective Russ Hamilton
