The Arizona Citizens Defense League (AzCDL) has informed me that HB 2074
is scheduled for debate and a vote in the Committee of the Whole (COW)
of the House of Representatives on January 26th.

I urge you to vote for HB 2074.

HB 2074 eliminates the training requirement for Concealed Weapons (CCW)
permit renewal.  Arizona is one of the few shall-issue CCW permit states
that require training for permit renewal.   Almost all of the other 37
shall-issue states do not require renewal training and they are not
experiencing any problems.  Arizona will not be the exception when HB
2074 is enacted.

Contrary to assumptions, there is no correlation between mandatory
training and permit holder conduct.  Ten states have no training
requirements at all.  Two of these, Indiana and Pennsylvania, have about
three-quarters of a million active permits and have revocation rates
that are comparable, if not better than, states with training requirements.

Elimination of the renewal training requirement will result in an
increase in CCW renewals and generate more State revenue from renewal fees.

Again, I ask for your support and vote for HB 2074 in the COW and during
the Third Read.

(I have been questioned by a couple of people about how I could support
some of the positions of AzCDL. As with much of the material I forward,
I don't necessarily agree with all of it but I share it so that others
may be informed and make their own decisions. I was recently asked what
is wrong with the state-mandated course outline for Arizona CWP
training. I replied that my disagreement with it is that it is not as
comprehensive as the course that I teach. However, as much as I support
training and education, I cannot support the concept of the state
requiring it in order for people to exercise a Natural right.)
