Secure Empty Trash wasn't a feature of Apple's until OS X 10.3
Panther. This applet from the trusted group at Aladdin puts the
functionality into OS X 10.2 and less including classic OS. One way is
to place the app on your Desktop and drag things to its icon like it
were a trashcan (the app icon has many holes in it making it difficult
to hit, so better icons could be pasted over top of it).

This came bundled with StuffIt Deluxe 7.0.3 but probably few people
know about it.
