PRAM 5.0 is a System 6-era control panel application that allows you
to view and change the information stored in your Mac's PRAM.

JDW's UPDATE:
Works without problem on System 3.2 & Finder 5.3 and on System 7.5.5
too. I added a DSK image version for more convenient use with Mini
vMac & FloppyEMU. Also added a screenshot showing the Date/Time change
dialog.

This app is great to set the 4-digit year to avoid the 2020-bug that
occurs when using the Apple Date & Time control panel.
