Architecture: 68k PPC
Navigation Services requires [Mac OS 7.5.5][1] or newer and
[Appearance 1.0.1][2] or newer.
Navigation Services v1.0 SDK contains both 68k and PPC code and make
files in CodeWarrior and MPW source, plus precompiled binaries, of
Application examples and System Extensions and Libraries.
Being v1.0 and earlier, your mileage will definitely vary.
