THE DISTRICT

This Republican-leaning district stretches from Janesville along the Illinois border to include Kenosha, Racine and parts of southern Milwaukee County.

THE NUTSHELL

Incumbent U.S. Rep. Bryan Steil, R-Janesville, faces no GOP challenger in the Aug. 13 primary. First elected in 2018, Steil chairs the House Administration Committee. As of June 30, he had almost $4.7 million in his campaign account. Democrat Peter Barca, from Kenosha, a former state lawmaker, member of the U.S. House and secretary of the state Department of Revenue, is challenging Steil. After four terms in the Assembly, Barca represented the 1st Congressional District in the U.S. House from 1993 to 1995, winning the seat in a special election. He narrowly lost his reelection bid. From 2009 to 2019 he returned to serving in the state Assembly including six years as minority leader. He served as revenue secretary from 2019 until earlier this year. Barca finished the most recent fundraising period with $630,000 in the bank. Chester Todd, of Racine, is also on the ballot as the Green Party’s nominee. He’s running “to lead the charge toward social justice, environmental protection, peace at home and abroad, and an environment where grassroots democracy is the norm,” according to his campaign website. No fundraising figures were available for Todd.
