INFORMAL PUBLIC CONSULTATIONS ON SCOPING OF THE WHO GUIDELINES FOR THE PSYCHOSOCIALLY ASSISTED PHARMACOLOGICAL TREATMENT OF OPIOID DEPENDENCE AND COMMUNITY MANAGEMENT OF OPIOID OVERDOSE Date: 11 December 2024

Background
According to the United Nations Office on Drugs and Crime World Drug Report 2024 an estimated 60 million people engaged in non-medical opioid use in 2022. Opioids continue to be the group of substances with the highest contribution to severe drug-related harm, including opioid overdoses. Out of 600,000 deaths attributed to drug use, approximately 450,000 are due to use of opioids according to the latest estimates of the World Health Organization (WHO).
Based on WHO data, the service coverage for drug use disorders remains to be very limited, ranging from very low (<0.3%) to maximum 35% in countries that provided this data in 2019. Effective pharmacological treatments for opioid dependence and prevention of opioid overdose do exist and have been recommended by WHO in “Guidelines for the psychosocially assisted pharmacological treatment of opioid dependence” (2009) and “Guidelines on community management of opioid overdose” (2014). Since latest version of both guidelines, there have been advances in research and development of pharmacological agents and formulations for treatment of opioid dependence as well as accumulation of evidence on psychosocial interventions and approaches to management of opioid overdose. To successfully advance effective treatment of opioid use disorders as well as to continue to support Member States in their efforts to increase coverage and quality of treatment of opioid use disorders, the WHO Department of Mental Health, Brain Health and Substance Use, Unit on Alcohol, Drugs and Addictive Behaviours will update existing guidance related to the psychosocially assisted pharmacological treatment of opioid dependence and community management of opioid overdose during 2025-2026.
Aim and objectives
The aim of this consultation is to collect feedback on the scope and content of the guidelines update from the group of stakeholders.
To achieve this, the objectives are:
To introduce participants to WHO policies and processes for guidelines development
To introduce and discuss the proposed scope of the guidelines update
To collect feedback and suggestions for further refinement of the planned update
