• A federal judge said Richmond officials “overplayed” a Guatemalan immigrant’s connection to an alleged Fourth of July mass shooting plot authorities claimed to have foiled in 2022. Julio Alvarado Dubon, whom officials suggested was behind the plot without offering clear evidence, was sentenced to 16 months in prison for possessing firearms illegally.
