Upcoming Digital Press Briefing on the AGOA 2024 Forum [1]

EVENT: Please join us on Monday, July 29, 2024, for a digital press briefing with Assistant U.S. Trade Representative for Africa Constance (Connie) Hamilton and the U.S. Department of State’s Deputy Assistant Secretary for African Affairs Joy Basu. AUSTR Hamilton and DAS Basu will give a readout of the 2024 U.S.-Sub-Saharan Africa Trade and Economic Cooperation African Growth and Opportunity Act Forum (AGOA Forum). Convening under the theme “Beyond 2025: Reimagining AGOA for an Inclusive, Sustainable and Prosperous Tomorrow,” the AGOA Forum brought together senior government officials from across the U.S. government and AGOA-eligible countries, as well as representatives from key regional economic organizations, labor, civil society, and the private sector. Throughout the Forum, discussions focused on how to modernize AGOA and make this partnership more effective, inclusive, and tailored to the realities of a 21st century U.S.-Africa economic partnership. After brief opening remarks, the speakers will take questions from participating journalists.

Constance Hamilton

Assistant U.S. Trade Representative for Africa

Office of the U.S. Trade Representative

Constance Hamilton is the Assistant U.S. Trade Representative for Africa, Office of the United States Trade Representative. In this capacity, she leads U.S. trade efforts in the 49 countries of sub-Saharan Africa and oversees the Administration’s implementation of the African Growth and Opportunity Act (AGOA). Ms. Hamilton is responsible for developing and advancing bilateral, regional and multilateral U.S. initiatives to enhance U.S. trade and economic cooperation with sub-Saharan Africa.

Ms. Hamilton previously served as the Deputy Assistant U.S. Trade Representative for Africa, where she advanced measures to open markets and improve the investment climates in African countries.

Prior to joining USTR, Ms. Hamilton served as Supervisory Economist and Chief of the Asia-Africa Division at the U.S. International Trade Commission (USITC). In this position, she led the agency’s analysis of African and Asian trade and investment issues. During her tenure at the USITC, Ms. Hamilton directed and planned special research studies on a broad range of regional and trade topics, including free trade area agreements, trade with non-market economy countries, and industrial targeting.

Before joining the U.S. International Commission, Ms. Hamilton was an Economist with the U.S. Commission on Civil Rights where she developed methodologies and survey instruments for research into social and economic issues pertinent to the mission of the agency. Ms. Hamilton began her career as a Research Associate with the Urban Institute, a non-profit think tank specializing in research in the areas of public finance, economic development, and housing.

Ms. Hamilton holds a B.A. Degree in Economics and a Masters’ Degree in Economics from Howard University. She is co-author of numerous publications in the field of international trade.

Joy Basu

Deputy Assistant Secretary

Bureau of African Affairs, U.S. Department of State

Joy Basu serves as a Deputy Assistant Secretary of State in the Bureau of African Affairs, overseeing Economics and Regional Affairs across Sub-Saharan Africa. DAS Basu’s portfolio includes commercial diplomacy, trade and investment, strategic competition, food security, climate, energy, democracy, human rights, and multilateral matters. Immediately prior to this appointment, Ms. Basu served at the United States Department of Justice as Senior Counsel to the Deputy Attorney General.

Before joining the Biden Administration, Joy worked in business at the nexus of investment, innovation, and development. As the Chief of Staff at a global alternatives’ investment firm, she championed opportunities to facilitate investment in emerging and frontier markets; she built a groundbreaking multibillion-dollar impact investment platform and served as its global lead for food and agriculture. Ms. Basu started her career as a management consultant; in addition to supporting multinational companies on corporate strategy, she also served international nonprofits investing in economic growth. Joy has helped manage major multi-stakeholder alliances for agricultural development and served as a senior advisor to major public, private, and civil society development institutions, as well as to executives of startup, growth-stage, and established food businesses.

Joy earned her JD and MBA from Stanford University with a Certificate in Public Management and Social Innovation. At Stanford Law, she served as President of the Women of Stanford Law and a leader of the Afghanistan Legal Education Project (ALEP). Born and raised in Illinois, Joy strives daily to be an active citizen with strong Midwestern roots.
