Report to Congress on Identification of, and Immigration Restrictions on, Senior Officials of the Government of Iran and their Family Members [1]

Section 221 of the Iran Threat Reduction and Syria Human Rights Act of 2012, Public Law 112-158 (TRA), enacted on August 10, 2012, codified at 22 U.S.C. 8727, requires the President to publish a list of individuals that the President has determined are senior officials of the Government of Iran, as defined in the statute, that are involved in Iran’s illicit nuclear activities or proliferation of weapons of mass destruction (WMD) or delivery systems for WMD; support for international terrorism; or the commission of serious human rights abuses against Iranian citizens or their family members, as well as individuals determined to be family members of such officials. The authority to publish this list and make these determinations has been delegated to the Secretary of State, in consultation with the Secretary of the Treasury. This report, prepared annually by the Department of State, is being submitted to the Committee on Foreign Affairs, the Committee on Ways and Means, and the Committee on Financial Services of the House of Representatives, and the Committee on Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, and the Committee on Finance of the Senate.
The following individuals were specifically identified as meeting the criteria for immigration restrictions under TRA Section 221, with titles current at the time of designation:
Abbas Gholamshahi, IRGC Navy (IRGCN) 1st Naval District Commander
Abdolghassem Salavati, Judge and Head of Tehran Revolutionary Court Branch 15, for serious human rights abuses
Abdolhamid Mohtasham, founding member and key leader of Ansar-e Hizballah
Abdollah Araghi, Deputy Commander of IRGC Ground Forces
Abdollah Mehrabi, IRGC Brigadier General
Abdolnaser Hemmati, Iran Central Bank Governor, for assisting, sponsoring, or providing financial support for IRGC Qods Force
Abdolreza Rahmani Fazli, Minister of Interior and Chair of National Domestic Security Council, for serious human rights abuses
Ahmad-Reza Radan, former Deputy Chief of Iran’s National Police
Ali Akbar Ahmadian, Head of IRGC Strategic Center
Ali Akbar Tabatabaie, Senior IRGC Qods Force Official
Ali Fadavi, Commander of IRGC Navy
Ali Fallahian, former head of Iran’s intelligence service (MOIS), for serious human rights abuses
Ali Fazli, Deputy Commander of the Basij
Ali Husseini Khamenei, Supreme Leader, for support of the IRGC, a Foreign Terrorist Organization
Ali Reza Tangsiri, IRGC Naval Commander
Amirali Hajizadeh, commander of the IRGC Aerospace Force

Heidar Abbaszadeh, Brigadier General of the IRGC and Commander of Provincial Law Enforcement Forces in Khuzestan Province, for serious human rights abuses
Hojatollah Khodaei Souri, former director of Evin Prison, for serious human rights abuses
Hossein Allahkaram, cofounder and leader of Ansar-e Hizballah
Hossein Dehghan, IRGC Brigadier General
