Universities Australia (UA) is the national peak body collectively representing Australia’s 39 comprehensive universities. Its key role is to assist in securing, through policy development and political advocacy, a policy, regulatory, and funding environment that supports the maintenance of a world class university system.

UA also promotes the role of university education and research in underpinning national economic, social and cultural wellbeing. The organisation seeks to ensure that relevant policy discussion is as well informed as possible through the development and prosecution of whole-of-sector policy positions.



It provides representation to relevant committees, advisory groups and working parties, pursues and implements agreements with international bodies that facilitate member engagement and builds and executes issue specific campaigns.



Universities Australia assists its members by serving as a hub for the exchange of information, ideas and learning across the sector.



The Team



The Policy and Analysis team within Universities Australia establishes the basis for all sectoral policy positions that underpin and drive the organisation’s advocacy activities. This team covers all aspects of higher education policy including:

· academic;

· corporate;

· copyright;

· health and workforce;

· international education;

· research and innovation; and

· safety and wellbeing.

Core responsibilities for all team members include research, analysis and coordination of activities including management of standing and ad hoc committees as well as other working groups. Team members produce policy documents such as submissions, Board papers, discussion papers, issue briefs, sectoral guidelines and other briefings. These documents are for Universities Australia members, senior staff, or for a range of other communication purposes.



The Role



This senior leadership role supports the Chief Executive in the management and governance of the organisation, particularly in contributing to and overseeing its policy development functions.

The Deputy Chief Executive helps to promote and further enhance the organisation’s reputation as a professional and highly effective peak body, manages the production of UA’s policy papers and submissions, and develops and advances UA positions to parliamentarians, key stakeholders and the public.



In addition, the person in the role actively manages UA’s annual work plan and the operations of its committee structure, and represents the organisation in a wide range of public forums.



Reports to Chief Executive



Direct reports Six Policy Directors and the Corporate Services Director.

Key Responsibilities



Support the Chief Executive in the management, leadership and administration of Universities Australia.

Lead Universities Australia’s policy production and commissioning activities with a view to influencing government positions and public debate.

Oversee the operation of UA’s policy production commissioning activities, with a view to influencing government positions and the public debate.

Oversee the development and implementation of UA’s annual work plan in delivering the strategic priorities set out in the triennial strategic plan.

Develop and maintain active relationships with key stakeholders, including university sub-groups, secretariats, and other peak bodies.

Fulfil the duties of the Chief Executive as appropriate in the absence of the Chief Executive.

Other duties as required.

Skills and experience required



Substantial public policy development and advisory experience.

A proven track record as a high-level public policy advocate and/or negotiator.

Demonstrated ability to lead small teams and deliver high-quality outcomes against strategic organisational objectives.

Demonstrated ability to identify priorities, set specific task plans and measure achievements against goals.

Strong and enduring professional networks and ability to liaise effectively with the most senior representatives from the public, private and not-for-profit sectors.

Demonstrated high-level ability to liaise and negotiate effectively with ministers, senior government representatives, universities representatives and sector related bodies.

Exceptional written and oral communication skills.

Demonstrated ability to integrate diverse sources of information and views into a compelling, evidence-based, sectoral position.

Sound judgement and the ability to work to tight deadlines.

A knowledge and understanding of the Australian higher education sector is essential.

Tertiary qualifications in a field relevant to public policy and relevant public policy experience.
