At least 9 people, including 7 children, have been killed in a mass shooting at a school in the Russian city of Kazan. At least 21 others have been injured, some of them critically, while the shooter has been captured by police. The 19-year-old suspect used a registered gun, having received his license just weeks ago. Investigators will be conducting a psychiatric assessment. While neighbors say they would never have expected anything like this. The Russian human rights commissioner proposes raising the age for a owning a weapon license from 18 to 21 with regional officials now carrying out a comprehensive check of all gun owners.
