(C) Radio Free Europe/Radio Liberty [1]:
War in Ukraine: Russian Losses, Ukrainian Victory, and the Information War
Date: 2022-05 [2]
Event Summary
On Wednesday, April 6, AEI’s Frederick W. Kagan, Radio Free Europe/Radio Liberty’s Jamie Fly, and the Institute for the Study of War’s George Barros discussed the state of the war in Ukraine.
Mr. Barros opened by providing an overview of the state of the conflict. Using AEI’s Critical Threats Project and the Institute for the Study of War’s lauded maps, he detailed the failures of Russia’s military campaign in northern, eastern, and southern Ukraine.
Dr. Kagan discussed the causes of Russia’s failed military campaign — from poor planning to low troop morale. He added that Russian President Vladimir Putin is highly unlikely to be tried for war crimes, though the international community should collect evidence of Russian atrocities in Ukraine and hold trials for those responsible.
Mr. Fly detailed the media environment inside of Russia and in Eastern European countries. He noted that the Kremlin’s propaganda campaign has been largely successful in consolidating domestic Russian support for the war effort.
The Q&A addressed the scale of Russia’s combat losses, the potential for escalation as the conflict drags on, and what the scope of Ukraine’s military objectives should be moving forward.

Event Description
The war in Ukraine has raged for more than a month, yet predictions of a rapid Russian victory have proved wrong. Indeed, it now appears that by the definitions Vladimir Putin putatively set — to oust the “Nazi” regime of Volodymyr Zelenskyy and save ethnic Russians under the Ukrainian yoke — Russia is losing the war.
What is the state of play on the ground? Can Ukraine win and Russia lose, or vice versa? What is the state of the information war? And what does it all mean for NATO and the United States?
Join AEI for an in-depth expert panel examination of Russia’s failing war on Ukraine.
