State acting Education Secretary Carrie Rowe’s nomination has cleared a key legislative panel.

Rowe, who was nominated to serve as the acting secretary by Gov. Josh Shapiro in February, was unanimously approved by the state Senate Education Committee during a vote on Tuesday afternoon.

“I do believe that education is a powerful equalizer when it is accessible, just, and shaped by individuals who understand the many needs that students face,” Rowe said during the committee meeting. “And I look forward to working with you to give every student the opportunity to succeed and to chart their own course as we make Pennsylvania a leader in public education.”

Rowe, a product of Pennsylvania public schools and universities, has worked her way up through the public school ranks in the state over the past 25 years. She started her career as a Spanish teacher in the Pittsburgh Public School District and later served as the superintendent of the Beaver Area School District.

Before taking over as acting secretary, Rowe served as the deputy secretary of elementary and secondary education at the department.

Sen. Dawn Keefer (R-York), who delivered introductory remarks for Rowe during the committee meeting, said the acting secretary’s work has included oversight of initiatives related to structured literacy, workforce readiness, teacher recruitment and retention, and student mental health.

“Over more than two decades, as was previewed for you, I have gone through everything from being a Spanish teacher in an urban location and a suburban location, being a principal in a middle school, a superintendent, deputy secretary, and so many things in between that have kind of brought me to this moment,” Rowe said. “Each of those things allows me to come to this moment with a desire to bridge policy and the practice that our teachers need every day in the classroom.”

If confirmed, Rowe said her top priorities are structured literacy and student safety.

“Expanding free school meals, strengthening college and career pathways and ensuring transparency to meet the needs of our students would certainly be additional things that I would want to focus on,” she added.

The next hurdle for Rowe’s nomination will be the Senate Rules and Executive Nominations Committee, a spokesperson from Sen. Lynda Schlegel Culver’s office told the Capital-Star on Tuesday afternoon. If the panel advances the nomination, it will go to the full Senate for a vote to formally confirm her to the position.

Khalid Mumin served as the education secretary since the beginning of Shapiro’s term in 2023 until his resignation in December.
