Nursing home administrator accused of failing to prevent abuse [1]

A longtime Iowa nursing home administrator who was accused of failing to protect residents from abuse has agreed to surrender his license.
State records indicate that from at least 2006 to 2022, Jens Lee served as the administrator of New London Specialty Care, a Henry County nursing home run by Care Initiatives of West Des Moines.
According to the Iowa Board of Nursing Home Administrators, Lee, 51, recently agreed to voluntarily surrender his administrator’s license.
The board has not published a statement of charges against Lee, but in the documents in which Lee agreed to surrender his license, Lee stated that “I have been informed of the board’s pending complaint against me regarding concerns about my ability to offer appropriate interventions to protect residents from abuse.”
The board documents do not disclose the nature of the alleged abuse, when it occurred, or the facility where it occurred.
In December 2022, New London Specialty Care was cited for 24 state and federal regulatory violations, including failure to maintain a facility free of abuse and neglect, failure to report allegations of abuse, failure to investigate and prevent abuse, and failure to develop and implement policies pertaining to resident abuse.
At the time, inspectors alleged a male resident of the home had sexually abused two female residents of the facility. The man was allegedly known to have made numerous sexual advances on workers and residents, entered the rooms of female residents without an invitation, and asked workers to handle his genitals. He was also alleged to have grabbed one resident’s breasts and to have put his hand down the back of the woman’s shirt.
In addition to the abuse-related violations, New London Specialty Care was also cited for inadequate quality of care, a lack of competent nursing staff and eight violations related to staff training.
Federal fines of $42,180 were imposed as a result of the inspection. New London Specialty Care currently has a one-star ratings – the lowest possible score – from the federal Centers for Medicare and Medicaid Services for both overall quality and health-inspection results.
