Lawmakers seek to decertify police officers for repeated intoxicated driving [1]

A police officer who is twice convicted of operating while intoxicated would automatically lose law enforcement certification under a bill that received preliminary approval in the Iowa House on Wednesday.
House File 2413 would extend the list of offenses that require decertification by the Iowa Law Enforcement Academy. It applies to an officer who twice pleads guilty to or is convicted of driving a vehicle with a blood-alcohol concentration of .08 percent or more, or with a measurable amount of a controlled substance in their blood or urine.
“The bill is pretty simple,” said Rep. Matthew Rinker, R-Burlington, who introduced it and led a subcommittee that considered it Wednesday.
The bill is not retroactive — the second conviction must happen after July 1, 2024.
Other instances that require decertification under current Iowa law include commissions of felonies and “serious misconduct” that results in termination or resignation.
The bill unanimously was recommended by a three-person subcommittee.
“It’s common sense,” said Rep. Mike Vondran, R-Davenport, who was part of the subcommittee.
