Board of Medicine restores privileges of Iowa doctors sanctioned in June

The Iowa Board of Medicine has restored the licenses of two professionals who were sanctioned 90 days ago for alleged regulatory violations.

In June, the board issued a warning and $1,000 fine to Laura M.L. Parkinson, a 43-year-old acupuncturist who practices in Ankeny. The board had alleged Parkinson engaged in an inappropriate relationship with a current patient of hers while acting as an acupuncturist. The board stated Parkinson’s actions abrogated the boundaries of acceptable conduct in the practice of acupuncture.

The board recently determined Parkinson had satisfied the terms of its June order and restored her license to full privileges, free and clear of any restrictions.

Also in June, the board issued a warning and $2,500 fine to Dr. Jason A. Rexroth, a 49-year-old physician who practices obstetrics and gynecology in Cedar Rapids. The board has alleged that on April 30, 2019, Dr. Rexroth prepared a patient for surgery and placed the patient under anesthesia, then left to treat another patient who was in labor at a different facility, leaving the first patient under anesthesia for 23 minutes with no other attending surgeon.

The board recently determined Rexroth had satisfied the terms of his settlement agreement with the board and voted to restore his medical license to full privileges, free and clear of any restrictions.

In other actions, the board voted to issue confidential letters of warning or education to five licensed medical professionals.

The letters were prompted by concerns that one physician failed to provide appropriate follow-up care for a patient with suspected cancer; concerns that one physician failed to fully comply with the standards of practice for appropriate opioid prescribing in treating chronic pain; undisclosed concerns related to one physician’s weight loss and hormone replacement practices; and concerns that two Iowa physicians had failed to maintain appropriate medical records.

The board issues confidential letters of that type when it determines that probable cause does not exist to take formal disciplinary action against a licensee.
