The goal of EU Regulation is not to help the users, it’s to make the Internet more fragmented, more regulable, more nationalistic, and more protectionist on behalf of nation-state industries:
This case is pushed heavily by competitor Adevinta (remember Schibsted from yesterday?), they think Facebook users shouldn't have easy access to Facebook Marketplace. In other words, there should be more friction / forced choosing, for competitors benefit
