The Quad’s Sudan Proposal: Ceasefire Calls from the Powers Fueling the Genocide [1]

Sudan has been in a state of almost unimaginable horror for the past few years. Most of the population faces starvation and has been displaced. Years ago, when genocide swept through Darfur, a coalition of celebrities stood up and started organizations like “Save Darfur” and “The Enough Project.” This time around, the world is silent.
Now, the United States, Egypt, Saudi Arabia, and the United Arab Emirates, now branding themselves as the Quad, issued a joint statement laying out a roadmap for peace in Sudan. Their plan calls for a three-month humanitarian truce, a permanent ceasefire, and an inclusive nine-month transition process leading to civilian government.
On paper, this looks like exactly what the Sudanese people need: a chance to stop the killing, bring in food and medicine, and restart a political process that could end the nightmare of a war that has already created the world’s worst humanitarian crisis.
But here’s the problem: three of these four countries are not neutral mediators — they are active players in the war.
Egypt has thrown its weight behind the Sudanese Armed Forces (SAF), providing diplomatic cover, intelligence, and alleged military support.
Saudi Arabia has likewise sided with the SAF while trying to host peace talks, walking a fine line between power broker and party to the conflict.
The UAE has been accused by Sudan’s government, independent analysts, and UN investigators of funneling weapons and money to the Rapid Support Forces (RSF) — the very paramilitary force accused of atrocities, mass killings, and starvation sieges. Sudan even severed diplomatic ties with the UAE over its role.
The Quad’s own statement even acknowledges that “external military support to the conflict parties in Sudan serves to intensify and prolong the conflict.” That is exactly what these governments are doing, fueling both sides of the war while pretending to be honest brokers. It’s hard to take seriously calls for a ceasefire from the parties supplying money and weapons to the perperators of this genocide.
This is not just hypocrisy; it is disaster management theater. The same governments arming the warring parties want credit for calling for a ceasefire. The result? A never-ending cycle where foreign powers escalate the conflict, then swoop in to “mediate” once the bloodshed reaches unbearable levels.
Sudan’s war will not end through press releases and photo ops. It will end when the money, weapons, and political cover keeping both SAF and RSF in the fight finally stop flowing — including from Cairo, Riyadh, and Abu Dhabi.
What’s S.Res. 126 — And Why It Matters
S.Res. 126 is a resolution in the U.S. Senate which calls on the United Nations Security Council to enforce the existing arms embargo on Darfur and extend it to cover all of Sudan. It condemns atrocities by both the SAF and RSF, demands accountability, and urges the U.S. government to take concrete steps to monitor weapon flows, support humanitarian relief, and protect civilians. This resolution is a chance for the U.S. to actually put some teeth behind the Quad’s words. If passed, it sends a signal that aid cannot continue while weapons keep flowing. It holds external actors accountable and aligns with the Quad’s own stated principle that “external military support … is essential to ending the conflict.”
