CBC Roundup: Congressman Cleo Fields (LA-6) - "It's about right and wrong." [1]

Congressman Cleo Fields is one of 2 Black members currently representing Louisiana in the US House of Representatives and one of 5 Black members ever to represent Louisiana in the US House. Representative Cleo Fields was elected for the second time to the US House in November 2024 to represent Louisiana's 6th Congressional District, a district redrawn in a new map enacted in January 2024 after Louisiana’s 2022 Congressional map was struck down for violating the Voting Rights Act (VRA). Congressman Fields was first elected (as the youngest member of the 103rd Congress) to the US House in 1992, to represent Louisiana's 4th Congressional District, which had been newly created as a Black majority district, and was reelected in 1994. In 1996 the US Supreme Court let stand a lower-court that invalidated the creation of Louisiana’s 4th District as a Black-majority district. Congressman Cleo Fields, who had meanwhile run and lost the Governor’s race in 1995, chose not to run for Congress in 1996.

Prior to serving in the US Congress for the first time and in the interim to his second period in the US House, Rep. Cleo Fields was elected to serve for 3 periods in the Louisiana State Senate, in 1987 (as the youngest person ever elected to that body), in 1997 (serving until he was ineligible to run for re-election due to term limits), and in 2019. During his last term as a Louisiana State Senator, Congressman Fields participated in the re-drawing of Louisiana’s 2024 Congressional map. As he explains in the podcasts below, while he had advocated for a more “compact” map, the 2024 map was drawn as a compromise, ensuring Mike Johnson, Steve Scalise and Julia Letlow’s chances for reelection.

On October 15th, the Supreme Court will be hearing the Callais case, in which non-Black voters sued over the creation of a second majority-Black Congressional district in Louisiana a challenge to Louisiana’s current US Congressional map, a case that could further undermine the VRA. Despite the pending Supreme Court case, where a decision is first expected in June 2026, Louisiana State Legislators have been asked to hold dates for a special redistricting session (Oct. 23 — Nov. 13).

Congressman Cleo Fields has addressed these, and other issues, including the “Big Ugly Bill”, in recent podcasts.

Louisiana’s minority population, Black population, is over 33%. Black citizens in Louisiana make up over 33% of its total population. It’s absolutely not just unfair; it is crazy; it is asinine to think that Blacks are not entitled to two of the six Congressional seats. It’s not about Cleo. It’s not about Graves. It’s about right and wrong.

During his first tenure in the US House, Rep. Cleo Fields was the primary sponsor of 19 bills/amendments, 2 of which passed the House but not the Senate. He has not been the primary sponsor of any bills, so far, in the 119th Congress.

Congressman Cleo Fields serves on the House Financial Services Committee, and on the Subcommittees on Capital Markets, Financial Institutions and Oversight and Investigations of that Committee.
