Tulsi Gabbard revokes security clearance that hasn't existed since 2013 [1]

Tulsi Gabbard recently revoked the security clearance of 37 people, including former CIA analyst and Foreign Service Officer Yael Eisenstat. (link to Wikipedia). This was news to Eisenstat, who hasn’t held a clearance since 2013. Here is her statement copy/pasted from social media (bold mine):
My full statement on DNI Tulsi Gabbard's move to revoke my security clearance (which I haven't had since 2013) and her accusations against 37 of us:
I’m one of the 37 Americans recently targeted by Director of National Intelligence (DNI) Tulsi Gabbard, who ordered our security clearances revoked and made numerous claims that we engaged in unpatriotic and potentially illegal activities. To the best of my knowledge, I haven’t had a security clearance since 2013. I have not worked in or been contracted by the U.S. government in over 12 years. And I had no involvement with investigating whether Russia interfered in the 2016 elections, an accusation DNI Gabbard made against the 37 of us in her Fox News interview. This list is therefore obviously political theater, and a dangerous example of the government abusing its powers to punish private citizens for openly exercising their First Amendment constitutional rights.
I served this country under three Administrations, and since leaving in 2013 have continued to prioritize protecting our democracy and national security. I have not hidden behind anonymity; I have spoken openly and transparently since 2015 about threats to our democracy and national security, including when I publicly warned in 2017 about the dangers of a president politicizing the death of CIA officers. Without any explanation of why I have been targeted, I am left to assume it is because I have chosen to exercise my free speech rights.
I learned about all of this via DNI Gabbard’s post on X. I have still not been contacted about my clearance or given an opportunity to refute these accusations, which have now been spread via DNI Gabbard’s public posts and press appearances. And while I do not need access to classified information for my current work, the notion that the government can target former and current officers’ clearances for political purposes without due process demonstrates yet another direct attack on democratic norms.
I have retained legal counsel and am considering all of my options.
