Pop-Up Protest Project - VISIBILITY is the essential product of organizing. [1]

I’ve been saying politics is all local and VISIBLE. A single protester with flag and/or sign can grab attention.
My idea is to establish POP-UP PROTEST PARTNERS. a wider distribution of small-group protesters who appear at key rush-hour intersections, not at a single place..
In a given city (I'm in Lincoln, NE) a handful of rush-hour locations can be identified. At each, I’d try to find/identify/assign key individuals willing (like me) to stand up alone. Others would be found who might turn out, but with NO COMMITMENT.
Here we have two weekly medium-sized events, (Standuplincoln.net), Tuesday at noon and Friday at 4 PM. Turnout is 20-30 folks. Some folks there have said they could be interested in POP-UP PROJECTS at other locations and times.
Some recent stories and comments (JacksonFL, g2geek and others) have pointed to the need for organizing software that is not under the thumb of big tech.
Is there software for local small-scale VISIBILITY organizing? No big database is needed, just a roster of local folks ready to turn out on a pop-up basis.
This would not be a large database project. Expanded nationally it would be a POP-UP PROTEST tool for folks anywhere to get buy-in from local VISIBILITY folks like me.
Indivisible is doing great at the national, state and even local level (indivisiblenebraskalincoln). However, they referred me to standuplincoln.net when I inquired about promoting VISIBILITY.
Are there any others working along these lines?
