Hopes and prayers for FEMA in Texas - F the "T Administration" [1]

I was listening to a story about the aftermath of the KerrvilleTexas Flash Flood Disaster, at Camp Mystic. To date the toll stands at 90. Brutal. I took umbrage to the press release by the Trump press office that “the Trump administration is working with Texas authorities to deliver disaster relief”.
We have FEMA, who are part of the federal government, under Congress, to deliver disaster relief. The Trump Administration is not a thing. It is a self-agrandizment of power by President Donald Trump to himself. A statement of policy for the ‘unitary executive’. Congress has allocated functions to FEMA, which President Trump is usurping. And a supine Congress is not stopping him. Bastards! (non-gender-specific, of course). It’s not his money to give out. It’s meant for distressed communities, and is supposed to be parceled out by FEMA, after due diligence.
And yes, Donald Trump and Elon Musk and Governor Greg Abott are to blame — and it’s political, because emergency resource distribution and pre-allocation is a political decision. And resources to the National Weather Services are a political decision. As is allowing building in a flood zone — they got 99 years out of that camp, but gee it’s in a flood plain, is a political decision.
What’s the solution? Congressional declaration of control over spending, more federal infrastructure spending and to be blunt, denial of all insurance policies and hence and mortgages in flood plains and coastal buildings.
