Why (Rational, Opportunistic) Republicans Have Voted for Something that Voters Hate [1]

The answer is a mixture of 1) Trump's hold on THEM, and 2) Trump's hold on the Republican Base.
They know what Senator Tillis knows: you can defy Trump or you can give up your position. You can't do both.
They know that Trump can kill their careers because he can kill them off in primaries by telling the base he wants them punished for their defiance.
The Republicans know that they will be weakened in the General Election by voting for what voters hate. But they have a better chance of surviving the general election than of surviving the primary that Trump threatens.
They probably also figure that Trump's hold on the base will protect them: they can hope that enough voters will believe whatever lies Trump tells them -- denying what this BBB bill does that they'd hate, and trumpeting things this bill does that it doesn't do -- that when election day comes, the voters will be fooled once again into voting for them and the rest of the plutocratic-fascistic force that continually works against their actual interests.
So -- putting their political survival as their top priority -- they do whatever Trump wants, however ugly, unjust, immoral, and downright bad for the American people and the nation.
