How To Repair Con Artist Democracy [1]

Here is a rough draft of a plan by which Democrats can begin winning elections. To abbreviate, the main ideas within it will be numbered.
1) The Democrats win when ballot measures are placed before the voters.
2) The problem we have is that we have a representative form of government.
3) People cannot vote directly for the policies that will make their lives better, except when presented with a ballot measure vote.
4) They must undergo a 2 step process, first electing representatives and then hoping those representatives implement the policies that will make their lives better.
5) This subjects them to the massive con operation mounted to trick voters into electing people who have no intention whatsoever of implementing policies that benefit the poor and working class.
6) The solution is to start holding forums in which the working class votes for the policies that will make their lives better, and is then shown which candidates will implement the policies they just voted for.
7) The poor and working class members will attend the forums as well as any politicians who support policies that will help the poor and working class.
8) A certain number of policies will be discussed and put up for a vote in each forum.
9) After each vote, a promise will be secured from the attending Democrats to implement each policy.
10) The working class attendees will then be told, in the forum, that if they want each policy they just voted for implemented, they have to elect Democrats who will implement them, not Republicans who will not.
11) Whichever media outlet is broadcasting the forums will make a LOT of money because ads can run while the votes are being conducted, both in the forums by the attendees as well as by viewers watching the debate on TV who will vote over a website set up to accept each voter once using their voter id info or whatever works best.
12) This method of presenting the Democrats to the voters will do an end run around Citizens United saving Democrats millions of dollars and thousands of hours spent on campaigning.
13) These forums will be like a modern day version of FDR's fireside chats.
14) They will involve the voters in the choice of policy and cause them to educate themselves on how to get the policies that will make their lives better implemented.
15) The forums can run on local, State and Federal levels in time, but most importantly, to begin with, on the Federal level.
16) Everyone can put their ideas together on how to make the forums better and better over time.
17) This would be a great way for the DNC to more effectively invest its political dollar, as well as other groups, organizations, individuals etc supporting the Democratic Party.
18) No Republicans will set foot within 100 miles of these forums lest they be called upon to pledge support for policies that benefit the poor and working class. That will be revelatory.
19) I also want to make a point about Democrats vs Republicans. Democrats are basically policy nerds. They know how to do all the legwork and research to create good, effective policies that benefit the country and its people. Republicans are good show boaters but terrible policy makers because they don't believe in government. These forums will get people voting based on good policy, not good show boating. The last election was a perfect example of the latter and why we're in so much trouble now.
20) I also want to place a hypothetical example out there to get people thinking on the lines of what I'm proposing. Imagine every politician in this country, local, State and Federal was an identical robot and the only way you could distinguish one robot from another was by a sign on top of each stating what policies that robot was in favor of. Then the Democrats would win every election. These forums will make elections about policy, not best con artist. A friend of mine rightly described the political system in this country as con artist democracy. These forums will correct that.
