Trump wants "No Tax Dollars for Riots Act" passed immediately [1]

The full name of the organization is the Coalition of Humane Immigrant Rights of Los Angeles. They are the direct target of a bill introduced in the House by Rep. Kevin Kiley, of the 3rd District of California. A Republican, of course. The bill is called "No Tax Dollars for Riots Act."

As you can see, he makes no bones about the intended quarry.

He is after stopping an organization that helps immigrants. The part that CHIRLA played in the Los Angeles protests was completely legal. They held press conference and rally on June 5th, and sent legal observers as part of the LA Rapid Response Network, which is part of the ACLU, on June 6th, 7th and 8th. A CHIRLA spokesperson said they had been "sending legal observers to immigration courts and detention centers." They did not participate directly or fund any protests.

Even before Kiley, Sen. Josh Hawley got in the act:

The House Judiciary government website reprints an entire New York Post article accusing CHIRLA of using government granted funds to organize protests. Other than the June 5th press conference and rally and legal observers, they had no other participation, no part in the violence caused by police, ICE agents and National Guard, and certainly nothing to do with the vandalism.

The bulk of CHIRLA government grants come from the state of California. Private contributions are their primary source of funding. They also get grants from the California Endowment and the Ford Foundations among others. This will probably spur even greater private donations and grants. I'm not sure that the withdrawal of federal funds is going to have that much of an effect, but it's the principle of the thing, for others. Being attacked for not doing anything wrong. And it's not going to be able to stop California from giving it money, I hope.

There is a similarly named House bill named "Stop Funding for Rioters" (PDF) introduced June 12th by Rep. Van Duyne.

The text of Kiley's bill is not yet available, but Donald Trump has already been told about it so he decided to put his own two cents worth in.

"CONGRESSMAN KEVIN KILEY'S 'NO TAXPAYER DOLLARS FOR RIOTS' legislation, should be passed immediately."

Trump knows about the massive nationwide protests against him, so he's using the withdrawal of federal funding as his weapon. Without knowing the text of the bill, there could be ways to withhold funding to states if they provide funds to government designated groups. That trick was pulled on states by the Dept. of Education withholding funds if states didn't obey Trump's ban on trans in sports. In this case, it could be a First Amendment lawsuit that would be won. The Supreme Court Citizens United decision decided that money was free speech. This could be fought on the same principle. CHIRLA can battle any clawback of funds and make their case for continued funding. Again, without the text, it is unknown if Kiley's bill is automatically unconstitutional.

"I am hereby instructing my Administration not to pay ANY money to these radicalized groups, regardless of legislation."

Yeah, the King don't need no damn legislation. SCOTUS just said we can do anything we want and let plaintiffs go into poverty before they can win anything.

"They get paid to incite riots, burn down or destroy a city, then come back to the trough to get money to help rebuild it. NO MORE MONEY!!!"

This has been Trump's plan since day one. All protesters against him have to be paid. The organizers get paid by George Soros and that trickles down to the protesters. Nobody could possibly hate Trump without being paid. He won that mandate, after all. Everybody loves him. Except nobody does, besides the Republican Congress and the MAGA faithful that still haven't realized that they're screwed along with everybody else.

The cities destroy themselves. Like the California wildfires that shouldn't have happened because Trump told them to sweep the forest floor and use that water he sent them. They shouldn't get any FEMA money because that agency is being disbanded anyway. That's the kind of logic Trump is using here.

California is a sanctuary state. Los Angeles is a sanctuary city, but Trump isn't saying sanctuary much /s. He's saying we will turn ICE into the most powerful private army for Donald Trump. There are no second thoughts about following orders.

That's why we both need, and have to have, organizations like CHIRLA. Donald Trump has made it necessary.

The complete 2.5 hour House floor discussion, the first hour about Kiley's bill (PDF)

The Speaker Pro Tempore at 1:14:00 calls Kiley's bill H.R. 530. There are many H.R. 530's to be found, but not his. I expect it will be available on Monday or thereabouts. There are 5 days for comments and amendments, and I'm sure that means business days, that makes it next Friday, and then it will come up for a vote, or more discussion and a vote. Republicans got 30 minutes to talk about it, so did Democrats. Jaime Raskin was controlling the Democrat's time. He starts at 39:36, preceeded by the story of the landscaper and his three Marine sons. All the Democrats are worth watching.

This is all about how government money is spent. Money for 10,000 more ICE agents (in the Big Ugly Bill), no problem. Money for what have become Democratic causes like the freedom of speech and immigrants rights, that's a misuse of taxpayers dollars. We didn't vote for this, but half our neighbors did.

And Trump thinks it's the right thing to do. That's the real tragedy.
