North Dakota man charged with threatening official after email citing Minnesota shootings (North Dakota Monitor)

A North Dakota man was charged Monday with threatening at least one federal official in an email that references the Saturday shooting that killed one Minnesota lawmaker. About 5 p.m. Sunday, the U.S. Attorney’s Office for the District of North Dakota received a threatening email from St. Thomas resident Charles Dalzell, according to a complaint filed Tuesday in federal court by Federal Bureau of Investigation Special Agent Christopher Potts. In the email — addressed to a U.S. Attorney’s Office employee whom court records identify as “J.P.” — Dalzell claims he was being ignored by federal and state officials, law enforcement and a judge. “I don’t want this situation to end up like Minnesota over the weekend,” Dalzell wrote, the complaint says.✂️

I think this guy is what they refer to in legal circles as “dumb as a box of rocks”. I saw somewhere else that the charges are federal. Tree responded “How long before Trump pardons him? 🤨” I wish I could say that I hadn’t already thought it.

(AP) — For Allyson Howell, her hometown library is more than just a place to borrow a book; it’s also a unique space where different cultures from the U.S. and Canada have mingled and developed ties for more than a century. Howell and others fear that could change under a new regulation implemented by President Donald Trump’s administration as tensions continue to rise between the two countries. The Haskell Free Library and Opera House straddles the line between Howell’s village of Derby Line, Vermont, and the town of Stanstead, Quebec. The entrance to the imposing Victorian-style brick and stone building is on the U.S. side, but an informal agreement between the two countries has always allowed Canadians to enter without a passport.✂️

A rare summer "winter" storm is forecast to hit parts of Montana this weekend, with up to two feet of snow set to fall in parts. The National Weather Service (NWS) has issued another winter storm watch for parts of north-west Montana from Saturday afternoon to Sunday morning. Up to 24 inches feet of snow are now expected to fall on elevations above 6,000 feet, and up to 6 inches below. The NWS had previously said the storm was expected to produce up to 12 inches of snowfall above 6,000 feet and as much as 4 inches in valley areas.✂️

Political chaos erupts as Arizona Senate passes budget and ends session unilaterally

The Arizona Senate has officially ended its work for this legislative session after passing its budget bills in a marathon of amendments and votes on Thursday, just hours after a tentative agreement with Republicans in the House of Representatives fell apart and that chamber went home. The day was marked by long-winded speeches and fiery disagreements both between and within political parties. Just minutes after voting on the final budget bill a little before 2 a.m. Friday, the Senate took a bipartisan vote to end the session — also known as sine die. That vote comes before the House has voted on the budget bills that just passed through the Senate, forcing the chamber to confront the June 30 deadline to pass the budget on its own. ✂️

I don’t know enough about the situation to have a well-formed opinion. I will say that the optics of the Senate passing a bill at 2:00AM and then skipping town to leave the House a short timeframe to pass a bill of their own sucks. Reading the article, I’m guessing that the AZ senate is Democratic and I know that Governor Katie Hobbs is, too.

As I recall, states can’t deficit spend, so this is a very hard deadline to get something passed. It’s a dick move whoever did it. It will be interesting to see what the AZ House does. I expect to see a lot of flaring tempers leading into the end of the month.

Bullets strike staffer’s car at Daniel Hernandez’s campaign office

A shooting outside the campaign headquarters of longtime gun safety advocate and congressional candidate Daniel Hernandez left his family and staffers shaken Thursday afternoon. At around 5:15 p.m., according to a statement from the Tucson Police Department, officers responded to a call about vandalism and possible vehicle damage at the Hernandez family home, which doubles as his campaign headquarters. A staffer’s car was struck by a bullet, and shell casings were found at the scene. No one was harmed. The investigation remains ongoing and no arrests have yet been made. ✂️

The dems are fielding at least two very good candidates for this seat.

I’m an OB-GYN. It’s important Idahoans know about this health exception to our abortion ban.

As an obstetrician-gynecologist practicing in Idaho, I’ve seen firsthand the consequences of one of the nation’s strictest abortion bans. I have delivered thousands of babies in my career and provided care to countless Idahoans experiencing pregnancy complications. Since Idaho’s ban took effect, many patients with serious pregnancy complications have been denied basic care in hospitals across the state. The stories have become all too familiar: pregnant patients coming to the hospital with medical emergencies and physicians struggling to navigate Idaho’s confusing medical exceptions, at times forced to withhold timely and appropriate care. Fortunately, an Idaho state court issued a ruling on April 11 that broadened the medical exceptions to the state’s abortion bans, allowing patients to access abortion care if they have a health condition that increases the risk of having a shorter lifespan if they don’t receive an abortion.✂️

Contradicting data, Kristi Noem warns of ‘northern border crisis’ at Detroit event

DETROIT— Homeland Security Secretary Kristi Noem and U.S. Rep. John James (R- Shelby Township) promised increased security on the country’s northern border at a talk Friday in Detroit. Noem claimed in the discussion panel, organized by the conservative group America’s Future Tour, that “many” transnational gang members are crossing into the country via the northern border after the southern border had experienced increased security since President Donald Trump took office. Noem warned conservative allies that undocumented immigrants could enter by land, sea or road border crossings like the Ambassador Bridge in Detroit. “When we seal secure areas where criminals may want to cross, they will find new areas,” Noem said.✂️

She really is a Noem mind. If I were undocumented and already in Canada, I’d stay put.

Alaska appeals court affirms that ‘turtling’ during an arrest is legal

In an opinion published Friday, the Alaska Court of Appeals overturned an Anchorage man’s conviction for resisting arrest but upheld a conviction of failing to stop at the direction of a police officer. Tremayne Wilson was charged in 2021 and convicted by a jury after pulling out in front of an Anchorage Police Department vehicle and driving away at a high speed. During his arrest, Wilson did not cooperate with police. After his conviction, Wilson appealed his case and represented himself in court. The ruling was what’s known as a “memorandum opinion,” which does not create new legal precedent but can reinforce existing precedent. In Wilson’s case, the court — citing prior precedent — concluded that Wilson’s failure to submit to police did not amount to resisting arrest.✂️ “Turtling” amounts to orienting the body so that a person’s arms and legs are underneath them, making it more difficult for police to handcuff the person.✂️

Man arrested in connection with shooting during ‘No Kings’ protest released from jail

Arturo Gamboa, a 24-year-old man who was arrested after a chaotic shooting at the “No Kings” protest in Salt Lake City on Saturday, has been released from jail. Third District Court Judge James Blanch signed an order on Friday directing Gamboa to be released from the Salt Lake County Jail, where he’s been held since Saturday night, with conditions agreed to through his attorney, Greg Skordas. Those conditions, according to the order, are that Gamboa “maintain residence” with his father and provide address and contact information to Utah Pretrial Services officials, that he not possess any firearms, that he turn in his passport to his attorney, and follow certain other conditions with pretrial services officials, who provide supervision for defendants. That includes staying in touch with his lawyer and calling a recorded line once a day. ✂️ In a petition calling for Gamboa’s release filed Friday, Skordas alleged that Gamboa was being “unlawfully detained in violation of his constitutional rights and governing procedural rules.” He argued Gamboa was jailed without a warrant and without law enforcement officials showing probable cause. According to Salt Lake City police, the shooting during the protest happened after two men described as “peacekeepers” confronted Gamboa, who was openly carrying an AR-15 style rifle. One of the men, reportedly part of the event’s volunteer security team, fired three shots from a handgun, grazing Gamboa but also hitting an “innocent bystander,” Arthur Folasa Ah Loo, who was pronounced dead at a hospital.✂️

Let’s just suffice it to say that I’ll never understand gun culture. Why would you bring an AR-15 to a protest?

Cyclists aren’t required to get off the road for faster traffic, Pa. Supreme Court rules

Cyclists riding on Pennsylvania highways have no obligation to pull off the road to get out of the way of faster traffic, the state Supreme Court ruled this week. The decision reinforces the right of bikers to use the road just like other vehicles. Instead, cyclists must make “reasonable efforts” to avoid impeding the flow of traffic. How they do that, Justice Kevin Dougherty wrote, is up to the judgement of the rider, taking into account factors such as whether it is safer to remain in the lane or move to the shoulder. “In some cases, the circumstances might require a pedalcyclist to temporarily but completely exit the roadway to allow traffic to pass. In others, it may not be safe or reasonable to expect a pedalcyclist to do so, or at least not right away. And in others still, a pedalcyclist may only need to move to the right side of the lane to comply with [the traffic code],” Dougherty wrote for the majority in the 5-2 decision. The case centered on cyclist Brendan Linton of Butler County, who fought a $25 ticket he received in July 2021, after a state trooper was unable to pass him and pulled him over as a result. Bicycling advocates said the decision is an important victory, because it clarifies the right of cyclists to “take the lane” when they’re riding amongst motor vehicles. The Supreme Court reversed a ruling by a Butler County judge that a lower appeals court had upheld. “I’m sure it would have made it that much harder to use the road,” Chris Gale, executive director of the Bicycle Coalition of Greater Philadelphia, told the Capital-Star. “I hear from cyclists that they just don’t feel safe on the road. I think what makes it scary is that people who are driving don’t always understand they have to share the road,” Gale said, adding that the right to choose how to travel is an important personal freedom.✂️

I was a bike commuter for many years. I sympathize riders. I always felt safer riding in town than out in the suburbs. The attitude of both drivers and riders are better the roads aren’t built around the automobile the same way. There’s a lot more awareness all around.

Oregon House votes to protect Oregon National Guard from being deployed by Trump, future presidents

House Democrats voted Friday to protect the Oregon National Guard from being used as law enforcement or deployed by the federal government without consent of the governor, as legal arguments over President Donald Trump’s ability to do that with the California National Guard continue. Rep. Paul Evans, D-Monmouth, said he never wanted to introduce legislation like House Bill 3954, but that he considered it necessary to preserve longstanding traditions and legal precedent. Evans, a 20-year veteran of the U.S. Air Force and Oregon Air National Guard who served in combat missions in Iraq and Afghanistan, said he didn’t know how many of his colleagues had ever been in a civil war or been shot at. “What I do know is as somebody who has been in both of those circumstances, wars are never civil and chaos rules the day,” Evans said. “We live in a country that is hyperpartisan and divided. The only thing worse in that environment is putting local folks into the mix with ambiguity.” The bill would prohibit Oregon’s adjutant general from working with the U.S. Defense Department or any military branches except on congressionally authorized missions or training. It also would expressly ban the Oregon National Guard from providing law enforcement or immigration enforcement. And the measure would bar the adjutant general from allowing any National Guard members to be called into active service if doing so would leave the guard incapable of responding to statewide emergencies, such as wildfires, earthquakes and terrorist attacks.✂️

Gov. Josh Stein issues his first vetoes on concealed carry, immigration bills

Governor Josh Stein issued the first vetoes of his administration on Friday, rejecting a trio of controversial measures sent to him by the General Assembly last week. Permitless concealed carry Senate Bill 50 would allow North Carolinians over 18 to carry concealed firearms without applying for a permit. The measure, branded “constitutional carry” by conservative backers, is law in 29 other states. The Senate approved the bill on a partisan, 26-18 vote, with all Republicans voting ‘yes’ and all Democrats voting ‘no.’ Six members were absent. In the House, the vote was 59-48, with two Republicans — Reps. William Brisson (R-Bladen) and Ted Davis (R-New Hanover) — joining Democrats in opposition. If Brisson and Davis remain opposed, it could make it much harder for Republicans to must the necessary three-fifths vote to override the veto.✂️ Immigration enforcement Senate Bill 153 would require state agencies to sign agreements cooperating with U.S. Immigration and Customs Enforcement (ICE). It also bars undocumented immigrants from receiving state-funded benefits, and opens local government “sanctuaries” to lawsuits in crimes committed by undocumented immigrants. The bill passed the House 60-46 (with 14 members absent) and the Senate 26-17 (with seven members absent). In each case, all ‘yes’ votes were from Republicans and all ‘no’ votes were cast by Democratic members.✂️
