Tim Kaine introduces Iran WPR, asserts WPR ‘73 5(c), 8(c) are good law [1]

Virginia Democratic Senator Tim Kaine has introduced an Iran War Powers Resolution. War Powers Resolutions are Privileged. Kaine can force a vote on the Senate floor. Privileged Resolutions in the Senate can’t be filibustered. They “only” need 51 votes, a “simple majority,” to pass. Every Senate Democrat voted yes last time. And we had a Few Good Republicans.

Note, in the bill text [my emphasis]:

“(3) Section 5(c) of the War Powers Resolution ( 50 U.S.C. 1544(c) ) states that “at any time that United States Armed Forces are engaged in hostilities outside the territory of the United States, its possessions and territories without a declaration of war or specific statutory authorization, such forces shall be removed by the President if the Congress so directs”.

(4) The United States Armed Forces have been introduced into hostilities, as defined by the War Powers Resolution, against Iran.”

Here’s the definition of “introduced into hostilities” in Section 8(c) of the War Powers Resolution of 1973 , which is the Law of the Land:

“(c) For purposes of this joint resolution, the term "introduction of United States Armed Forces" includes the assignment of member of such armed forces to command, coordinate, participate in the movement of, or accompany the regular or irregular military forces of any foreign country or government when such military forces are engaged, or there exists an imminent threat that such forces will become engaged, in hostilities.”

Senator Tim Kaine has a Top Security Clearance. If Tim Kaine says that WPR ’73 8(c) is implicated by what United States Armed Forces are already doing, I believe him. They lied about the Pentagon refueling Saudi war planes bombing Yemen - until House Yemen WPR lead sponsor Ro Khanna demanded a classified briefing. Then they told the truth.

Note also: although Trump 1.0 vetoed Sanders-Lee-Murphy-Khanna-Massie Yemen WPR and Kaine-Slotkin Iran WPR, Trump complied with them. He stopped the refueling of Saudi warplanes bombing Yemen in November 2018, in anticipation of the December 2018 Senate vote. He stopped assassinating Iranian government officials after Congress passed Iran WPR.
