The profile of Vance Luther Boelter, a man twice appointed to Minnesota's nonpartisan Governor’s Workforce Development Council, presents a man of varied public roles, now set against the backdrop of what Governor Tim Walz called a “politically motivated assassination”(KSTP Staff). His public life involved serving on a state board with one of his victims, Sen. John Hoffman (MPR News) and pursuing business in Africa as CEO of the Red Lion Group. He held a doctorate in leadership from Cardinal Stritch University, which closed in 2023 . Concurrently, he and his wife ran Praetorian Guard Security Services, a firm advertising it only provides “armed security” and uses “the same make and model of vehicles that many police departments use” (Tess Owen, Tim Marchman & Leah Feiger). This familiarity with tactical trappings became a horrifying tool, as authorities say the "gunman was dressed like a police officer and there was what appeared to be a police squad car with flashing lights parked outside Hortman’s home"(KSTP Staff).

The motive appears outlined in a manifesto found in his vehicle. An official confirmed the document "names prominent abortion rights supporters in Minnesota, including many Democratic lawmakers who support abortion rights" (The Independent). This list of nearly 70 names allegedly included Democrats from both Minnesota and Wisconsin (Milwaukee Journal Sentinel). His ideology was not entirely private. In a 2023 sermon, Boelter preached, “They don't know abortion is wrong, many churches”(Tess Owen, Tim Marchman & Leah Feiger). This conviction was echoed by his friend, who confirmed Boelter was a "strong supporter" of Donald Trump and that regarding abortion, “He was a Christian. He thought it was murder”(Felicity Dachel; Andy Mannix). His public social media profile "liked" the Alliance Defending Freedom, a legal group known for its hardline stances against abortion and LGBTQ rights, a community he railed against in a sermon, stating, “The enemy has gotten so far into their mind and their soul” (Tess Owen, Tim Marchman & Leah Feiger; Isabelle Chapman, et al.). Before the attack, a final, ominous text: "May be dead shortly, so I just want to let you know I love you guys both and I wish it hadn’t gone this way" (Harvey Geh).
