1. Introduction:

As of June, 2025, the United States 47th Administration (“Admin47”) of the sitting President Of The United States (“POTUS47”) has been leading the nation for almost 4 months, making unprecedented changes in U.S. governance, economics, finance, and social policy despite winning only a sub-majority plurality in the 2024 U.S. Presidential election.(1) It now seems relevant to review these recent changes.

2. DOGE: The So-Called Department of Government Efficiency:

POTUS47 delegated improving U.S. “government efficiency” to technology entrepreneur Elon Musk,(11) who supported 2024 Republican political campaigns that won the 2024 election with more than a quarter billion dollars.(12) Musk, who grew up in South Africa before immigrating to Canada—where he obtained citizenship because his mother was a Canadian citizen, and on to the U.S. to start and run technology several companies, and became “the richest man in the world” based on the valuation of stock he retained in his many companies, may NOT know a lot about U.S. Government politics, for instance, in late 2024, NOT understanding why the U.S. could NOT simply choose to not pass a budget for several months until Admin47 began,(13-14) a failure to understand the fiscal sociopolitical realities of an extended government shutdown.

Musk proposed and was publicly sanctioned by the authority of POTUS47 to lead the “Department of Government Efficiency” (“DOGE”),(15) notwithstanding Musk’s NOT having been confirmed by the U.S. Senate to hold a position that was clearly as powerful as a U.S. Cabinet head (in that DOGE unilaterally destroyed U.S. Government agencies created by the U.S. Congress, such as the U.S. Agency for International Development (USAID)(16)), as is required by the U.S. Constitution Appointments Clause,(17) and impounded agency Congressionally-appropriated funds in violation of the Congressional Budget and Impoundment Control Act(18-19)--thus at USAID allowing grain needed by starving people in foreign lands to rot in ports and letting African people to catch or die of AIDS for lack of medicine, a task during which Musk posted that he "spent the weekend feeding USAID into the wood chipper"—confessing his direct involvement.(20) Further, many of the DOGE workers had previously worked for Elon Musk at Tesla or xAI or for Peter Thiel—who had co-founded Paypal with Musk—at Palantir.(21-24) Senate confirmation of Musk under the Appointments Clause may have been problematic, as he had numerous business interests with the U.S. Government, had previously been denied a security clearance by the U.S. Air Force for access to information on USAF satellites that his SpaceX rockets launched,(25) had numerous foreign contacts including a factory in China and communications with Russia(26), and a reputed history of drug use.(27-28)

While POTUS47 clearly publicly sanctioned Elon Musk’s leadership of DOGE, that relationship was never clarified, presumably because that delegation of power was an apparent violation of the Constitutional Appointments Clause.(29-31) When pressed, they renamed the U.S. Digital Service,(32) created within the Executive Office of the President during the Obama Administration as a White House department to fix the healthcare.Gov web site, as the United States DOGE Service,(33) with Elon Musk as only a temporary advisor to the Administration, though it seems likely that the head of the US DOGE Service was in control. Soon, dozens of employees of the former U.S. Digital Service resigned,(34) and more were fired.(35)

In the face of the current U.S. economic situation, POTUS47 delegated his trade policy to those following the ideas of Peter Navarro(58) and Stephen Miran.(59-60) On “Liberation Day”,(61) POTUS47 invoked purported “reciprocal tariffs” against most nations in the World—tariffs that were NOT at all non-reciprocal, but rather were based on historic trade imbalances—which they purported to be harmful, but which, in fact, are a consequence of the privilege of the U.S. Dollar being the World reserve currency,(62) whose demand had allowed the U.S. to enjoy exceptionally low interest rates at the cost of expensive domestic prices and high cost of manufacturing, a problem of reserve currencies known as The Triffin Dilemma.(63) The formula(64-65) used by Admin47 to calculate these punitive “reciprocal” tariffs greatly impacted poor countries like Lesotho (which is landlocked inside South Africa(66)—where the trade deficit is reputedly driven by its export of jeans and diamonds),(67) Bangladesh, and Viet Nam, countries which have a trade imbalance with the U.S. because they do NOT buy U.S. products because they are too poor to afford them, thus crippling the ability of these poor countries to export their commodities to the U.S., but which also targeted a number of sparsely inhabited islands with little U.S. trade.(68-69) Further, these tariffs caused supply chain disruptions and cost increases that particularly impacted Mid-Cap(70), Small-Cap, and Micro-Cap American business, and undoubtedly drove many “mom and pop” businesses and “side-gig” web stores out of business, when they were no longer able to source and ship affordable products from low cost manufacturers in China and the Third World. Notably, Stephen Miran, Admin47 Chairman of the Council of Economic Advisors, believes that the U.S. Dollar is over-valued(71-72) and should be devalued.

POTUS47, who has personally long operated using monopolistic tactics in resource-constrained competitive business environments (namely, the New York City real estate business, where the supply of land is limited) rather than in unconstrained co-operative business environments (e.g. in international trade, where monopolies tend to be avoidable through alliances), considers himself to be a “dealmaker”, and has, in setting himself up to adversarially negotiate trade tariffs between the U.S. and the rest of the World, attempted to create a tributary economy,(73) where those engaging in trade need to pay tariffs to the U.S. Government in return for their ability to do business, unless they seek his personal favor in a transactional tributary deal to obtain a tariff exemption from him. POTUS45’s claim of an economic “emergency” in order to usurp the U.S. Congress’s Constitutional tariff power,(74-77) which allowed tariffs and economic disruption and the unilateral impairment, if not destruction, of many U.S. small businesses, is arguably a violation of the U.S. Constitutional Separation of Powers Doctrine,(78) as the tariff power is reserved in the U.S. Constitution to the U.S. Congress. Notably, reducing the efficiency of U.S. domestic business, particularly Mid-Cap, Small-Cap, and especially small business, due to supply chain disruption, disruption of expected profits, consequential loss in stock valuation, and therefore loss of capital funding, uncertainty in materials pricing, an inability to plan due to regulatory uncertainty, and uncertainty in pricing, may cause a substantial decrease in availability and increase in prices for goods and services that is literally inflationary.

POTUS47 delegated his Treasury policy to Treasurer Scott Bessent.(79) Notably, when the POTUS47-named “Liberation Day” effected so-called “reciprocal” tariffs that devastated trade between the World and the U.S., it knocked trillions of dollars of value off multiple national stock markets worldwide,(80-81) an aggregate short-term mostly transient loss estimated to be about $10T, resulting from reduced future expected corporate earnings due to trade tariff price disruptions and supply chain impacts. The decreased the need for the U.S. Dollar as a medium of exchange in international trade plus a reduced willingness to invest in the Dollar in the face of the increasing U.S. National Debt together reduced the strength of the U.S. Dollar (as measured by U.S. Dollar Index DXY)(82) by about 5% over the next 2 months. Subsequently, foreign investors shunned buying the U.S. Treasury T-bills needed to refinance the $37T U.S. National Debt,(83) even as POTUS47’s “One Big Beautiful Bill”(84) planned to add about $3T to the national debt by extending the Admin45 tax cuts for the wealthy,(85-87) leading to a Moody’s credit rating downgrade(88) for U.S. Treasury bonds. Interest rates on T-bills at auction spiked at one point from about 4.5% to about 5.1%(89)—which we may imagine may have been a “hair on fire” moment for a treasurer seeking to refinance a national debt heading towards $40T, before the tariffs were postponed and the stock market made a rapid partial recovery. With the U.S. National Debt at about 120% of Gross Domestic Product (GDP) and getting worse, with the interest payments on the U.S. National Debt soon to exceed the budget of the U.S. Pentagon to become the largest item in the U.S. National Budget, the result was an effective bond “buyer’s strike” on the U.S. T-bill in the face of potential future U.S. insolvency or currency debasement, as the U.S. Federal Reserve was forced to buy its own T-bills, effectively creating a stealth quantitative easing.(90-92) Notably, the COVID-19 era quantitative easings cost the U.S. Dollar a significant decrease in value due to a short term spike in inflation into the high single-digits following the temporary taxpayer payments used to keep the U.S. economy running during the 2020 COVID lockdown,(93-95) while the increased financial liquidity from the individual payments that of COVID quantitative easing flowed up to corporations led to a rise in the stock valuation of certain computer technology firms, e.g. the “Magnificent Seven” technology companies,(96) many of which benefited from supporting increased work-at-home needs when few other business were doing well.(97) In addition, as the U.S. Congressional House Republican caucus, rejecting Democratic input, unilaterally wrote the “One Big Beautiful Bill” Admin47 2026 budget that through deficits threatened to drive the U.S. National Debt into interest runaway, the price of Gold has risen during Admin47 some 26% from $2700 to $3400 per ounce(98) as central banks around the World, e.g. the BRICS group—Brazil, Russia, India, China, & South Africa, collected hard assets in possible preparation for an alternative reserve currency of their own,(99) while the Gold-to-Silver Ratio (GSR) spiked over 100, with many Silver futures standing for delivery, beginning a Silver bull run in early June spiking Silver to the highest prices since 2011.(100) Notably, weakening the U.S. Dollar due to trade disruptions, fiscal irresponsibility in the U.S. budget, and threatened debasement of the U.S. Dollar by quantitative easing or monetization of the debt may cause higher interest rates that are literally inflationary.

POTUS47 delegated his immigration policy to his White House Deputy Chief of Staff for Policy, Stephen Miller,(101-102), whose personal nonprofits were once funded by Elon Musk;(103-106) Miller and his wife escorted Elon Musk around Washington while he was working on DOGE.(107) Miller’s policies included “other”-ing, scapegoating, revoking immigration status, or initiating programs to deport millions of undocumented and recent immigrants and asylum seekers, some to countries where they had never been before or did not speak the language, some to prison cells in what are effectively death camps with no sentence term and from which there is no exit, many without lawful due process such as Habeas Corpus,(108) a tenet which has existed in English Law since Clause 39 of the Magna Carta of 1215,(109-110) while banning travelers and immigrants from a number of mostly third-World countries.
