How to fix housing crisis [1]

Housing is out of control. We need cheap starter homes. After WW2 there were an abundance of houses built in the small range, 800 to 1200 sf. They were cheap and available.
We quit building these though as they weren't as profitable as the 3000 to 4000 sf houses they build now.
What we should do is set up a program to create quality manufactured home parks in abundance for siting Park model homes.
A park model is only 400 sf but is perfect for a single or couple. You can buy for $50 to 70k.
The program would be for developers to develop good parks on publicly owned land. Their investment is only development costs, they own the rights to the development.
In exchange for free land and tax breaks they cap space leases at $500 a month and only able to increase with approval and at no more than inflation rate.
In addition set up a lending program for low rates for first time buyers and finance park model homes or guarantee the loans. Currently loans on these have high rates since they do not secure themselves like a house with land.
The net result is a starter home would be able to be bought for about $1000/month, $500 for loan and 500 for space rent. This would be affordable as a first home.
With a network of sites nationwide and fact a park model can be moved you also could literally have your home moved to new location if you want.
