Rep. Brendan Boyle Shows Letter From CBO Outlining CUTS TO MEDICARE From Trump's Tax Cuts. [1]

Democratic Congressman Brendan Boyle of the Committe on the Budget has released a letter he received from the Congressional Budget Office (CBO) that outlines mandatory spending cuts in MEDICARE — in addition to Medicaid cuts — if Trump’s tax cuts add more than 2.3 trillion dollars to the budget deficit. This gets into the weeds of federal fiscal budgets, and I am no expert on such. However, I will try to explain what what I have read so far, and why Boyle may be correct in stating the cuts to Medicare could be up to $490 billion over a ten year period.

First up, the easiest way to explain any of this is that Congress passed a law back in 2010 called the Statutory Pay-As-You-Go Act or S-PAYGO. According to S-PAYGO, whenever a piece of legislation’s price tag goes over a specific number -in this case 2.3 trillion dollars - over a five or ten year period, this triggers a process known as sequestration. The Office of Management and Budget is then instructed to cut $230 billion from each year’s budget to offset the increase in the national deficit.

This is why when using budget reconciliation that Biden and the Democrats had to make it “deficit neutral” to pass Biden’s agenda when he was in office.

Well, Trump wants his tax cuts, and the estimate on another ten years of Trump’s tax cuts will cost the government $4.5 trillion over 10 years. Yeah, we are well past that 2.3 trillion limit set by S-PAYGO. It’s why Trump and DOGE were manic for that magic “2 trillion dollars” that Musk and his flying monkeys were supposed to find through cutting “waste, fraud, and abuse.”

Needless to say, DOGE did not find 2 trillion dollars in cuts to the federal budget. Therefore, this is why Medicaid and SNAP are on the chopping block to produce around $880 billion in cuts for Trump’s tax cut. It’s bad enough that Republicans want to cut Medicaid and SNAP, but they are still way over the $2.3 trillion dollar limit set by S-PAYGO.

And according to S-PAYGO, the reductions to Medicare are set at 4% cuts for 2026 once we zoom past the deficit limit, so this works out to at least $45 billion in cuts to Medicare next year. And over a ten year period, it works out to approximately $490 billion in cuts to Medicare!

Here is a link to the letter the CBO sent to Congressman Doyle.

Yes, I told you this was in the fiscal weeds, which is why House Republicans will be voting at 1 A.M. on this tax cut bill. Besides hiding the hearing in the dark (literally), Trump and the House Republicans will be able to lie about the Medicare cuts. House Republicans will say that technically, they did not authorize specific cuts to Medicare. No, a law they supported though will do the cuts to Medicare and other programs in an arbitrary fashion through sequestration.

The complexity of this will overwhelm your average voter, which is why it is critical that DEMOCRATS EXPLAIN THIS AS CUTS TO MEDICAID AND MEDICARE! Trump, once again, will have been caught in a lie, IF DEMOCRATS CAN GET THROUGH THAT THIS BILL CUTS MEDICARE TOO! They cannot get lost in the labyrinth of technicalities on fiscal budgets.
