The Clatsop County Historical Society’s Heritage Museum in Astoria, Oregon, was originally designed and built as Astoria’s city hall. The two-story high Neo-Classical structure was constructed on the site of the Fort Astoria cemetery. The city hall was dedicated on July 4, 1905.

According to the Museum:

“In the 19th century upper-class clientele visited parlor house brothels, while bawdy houses catered to the lower-class.”

In 1858, prostitution was a $6.3 million business making it larger than shipping and brewing combined. According to the Museum:

“Prostitution was illegal under vagrancy laws, but was not well enforced by police and city officials. Difficult to suppress, anti-prostitution ordinances often did little more than try to confine brothels and parlors to certain districts of the community. Other laws fined the ‘houses’ and ladies as a form of taxation. Obviously, it was a lucrative revenue source.”
