INS or Contractors [1]

I am requesting someone who has better online research tools to pursue a theory of mine. The “INS” agents arresting the immigrants on the street or in courthouses never seem to show ID, have/show a warrant, wear clothing that ID’s them like their boss at Homeland Security, drive vehicles with any government IDing markings or anything else you would expect from an INS agent. I am wondering if these are contractors. It has been noted by some news agencies that a former Education Secretary’s brother is back in town.
