Project 2025 GOP Playbook and Trump’s Second Term Implementation Analysis: Edition 2 [1]
['This Content Is Not Subject To Review Daily Kos Staff Prior To Publication.']
Date: 2025-04-15
This is a continuation of a similarly titled Edition 1. This article was divided into two sections for easier reading.
SECTION 6: Moral and Religious Governance
Project 2025 Proposals 95–98: Enforce biblical family norms, ban pornography, revive Comstock Act, eliminate contraception/abortion access, criminalize anti-Christians.
Trump Admin Alignment:
EO Ending Anti-Christian bias reviews and eliminates all government policies, practices, or conduct deemed by the current administration as "anti-Christian"
Calls for a review of laws and/or gaps in laws that the administration considers "anti-Christian" or might lead to "anti-Christian" behavior or conduct
Seeks to criminalized actions deemed as "anti-Christian" "hostility" (Free Speech and religious freedom)
Revived Mexico City Policy cutting abortion-linked foreign aid (#95)
Reinstated Comstock-related enforcement against abortion-by-mail (#96)
Support for fetal personhood recognized by supporting Alabama embryo ruling (#95)
Public calls for jailing reporters/leakers tied to morality and political order (#95)
Assessment: In early stages; language in memos suggests broader enforcement may follow.
SECTION 7: Media, Free Speech & Journalism
Project 2025 Proposals 99–104: Control press access, defund NPR/PBS, only allow government news programs, prevent social media regulation, use DOJ against political/media opponents.
Trump Admin Alignment:
Revoked press access from critical outlets; defunded public broadcasting; launched FCC investigations into NPR and PBS (#100, #101)
Created blacklists of press outlets; threatened jail for journalists withholding sources (#99)
Assessment: Clear implementation of Project 2025 media strategies.
SECTION 8: Immigration and Border Enforcement
Project 2025 Proposals 77–84: Mass arrest and deportation of undocumented immigrants, military use at the border, end birthright citizenship, restrict asylum and refugee admission, increase immigration fees, reinterpret the 14th Amendment.
Trump Admin Alignment:
Signed the Laken Riley Act to expand immigration detention and enforcement (Matches #77)
Reinstated national emergency at the southern border and deployed military resources (Matches #78, #79)
Ended birthright citizenship via executive order—currently under legal challenge (Matches #83)
Designated drug cartels as terrorist organizations, enabling military intervention (Matches #79)
ICE granted new authority to detain and deport even legally-present immigrants, targeting those under DACA and related programs (Matches #77, #84)
Revoked Obama-era restrictions on immigration arrests at hospitals, schools, and places of worship (Matches #77)
Appointed Tom Homan (Project 2025 contributor) as Border Czar, leading immigration policy coordination (Matches #84)
Assessment: Direct alignment with most immigration proposals. Enforcement intensity, military involvement, and attempts to reinterpret the 14th Amendment show strong fidelity to Project 2025's immigration agenda.
SECTION 9: Foreign Affairs, National Security, and Climate
Project 2025 Proposals 105–124: Remove climate from NSC agenda, remove all mention of climate change from government sites, favor fossil fuels, deploy ICBMs, withdraw from WHO/Paris accords, cut global DEI.
Trump Admin Alignment:
EO declaring national energy emergency; challenged state climate laws (#105, #107)
Withdrew from WHO and Paris Climate Accord on Day 1 (#123)
Pressured NATO and emphasized U.S.-first nuclear rearmament (#115–#122)
Realigned EPA to support fossil fuel and defunded all green initiatives
Removed information about Climate Change from most government websites
Assessment: Military and climate policies reflect strong execution of Project 2025 agenda.
Implementation Progress Summary
Of the 132+ proposals outlined in Project 2025, the Trump administration has directly implemented or initiated more than 75%, with a strong emphasis on civil service reform, DEI elimination, education restructuring, and border control. Areas such as tax code overhaul and abolishing the Federal Reserve remain theoretical at this point, but legal groundwork is being laid.
The vague and ideologically driven language of several executive orders—particularly regarding education, identity, and loyalty—serves to implement Project 2025 goals without triggering immediate legal scrutiny.
This alignment suggests Project 2025 is not merely advisory but operationally influential in Trump's second administration.
