The US classification system is established by presidential executive orders, not by any laws passed by Congress. Transmitting classified information might, at most, be a firing offense if you are a government employee.

Illegal transmission of information is determined by the nature of the information as specified by law, not by its classification status.

During the Signal chat, Hegseth piped in with very sensitive national defense information. He violated the Espionage Act. He could go the prison for that.

Ratcliffe stated the name of his chief of staff on Signal in response to Waltz's first message asking for contacts, and that should not be publicly disclosed. That is arguably a violation of the Intelligence Identities Protection Act. That name is the only information in the Signals chat that Jeffrey Goldberg and the Atlantic are still withholding from the public, and for good reason.
