Eight Years On: The Continuing Genocide and Repression of the Uyghurs in China [1]

In January 2025, the Simon-Skjodt Center for the Prevention of Genocide released a report titled Eight Years On, China’s Repression of the Uyghurs Remains Dire: How China’s Policies in the Uyghur Region Have and Have Not Changed. The report, authored by Rian Thum, a Senior Lecturer in East Asian History at the University of Manchester, underscores the persistence and expansion of mass atrocities targeting the Uyghur population and other Turkic minorities in the Xinjiang region of China.
The Unfolding Crisis
Since the center’s 2021 report, which documented crimes against humanity and raised concerns over genocide, Chinese authorities have tightened access to information, making it difficult for researchers to assess the full scope of repression. Despite this, the latest report utilizes Chinese state documents, satellite imagery, survivor testimonies, and academic research to shed light on ongoing human rights abuses.
The findings are alarming: all previously documented repressive policies remain in place, with some even intensifying. These include mass detentions, systematic surveillance, religious suppression, and cultural erasure, which have become defining features of the Chinese government's approach to the Uyghur population.
Key Findings and Data Analysis
Expansion of Detention Facilities
The report presents updated data on prisons and kanshousuo (internment facilities) that have been newly built or expanded since 2019. Satellite imagery and government records indicate a significant increase in detention capacity, signaling a sustained crackdown on Uyghur and Turkic minorities. Surveillance and Social Control
Electronic and human surveillance networks have expanded, with facial recognition technology, biometric data collection, and an intense police presence used to monitor Uyghur communities. These measures create a climate of fear and limit any form of dissent or cultural expression. Education and Indoctrination
A major strategy of assimilation involves the construction of new boarding schools, documented in Chinese government tenders and state media. These schools, built between 2023 and 2024, house Uyghur children away from their families, facilitating state-led ideological re-education and severing their connection to their linguistic and religious heritage. Cultural and Religious Suppression
Religious practices remain heavily restricted, with bans on traditional attire, closures of mosques, and criminalization of religious teachings. Meanwhile, efforts to erase Uyghur cultural landmarks and replace them with state-approved structures continue, further undermining the community’s historical identity.
Urgent Need for Action
The report calls for sustained international attention and deeper research into emerging repressive tactics. It highlights the necessity of global diplomatic pressure, economic measures, and advocacy efforts to hold the Chinese government accountable. Without a coordinated response, the survival of Uyghur identity and culture remains under severe threat.
As access to Xinjiang remains restricted, satellite imagery and survivor testimonies provide crucial evidence of China’s continued human rights abuses. The international community must recognize the gravity of these findings and take meaningful steps to address the humanitarian crisis unfolding in the Uyghur region.
