Ronnie Reagan only took down the solar hot water panels that Jimmy Carter had gotten put on the White House roof, and claimed

Government cannot solve your problems. Government is the problem.

Then he immediately followed that up by saying that the departments have to make the insane cuts themselves, and fire as many people as possible or Elon will come to make the cuts and do the firings for them, all under the pretense of balancing the budget when it comes time for trillions in tax breaks to corporations and the Broligarchy.
