A federal judge temporarily halted President Donald Trump’s directive to the Office of Management and Budget (OMB) to freeze all federal grants and loans, until a full hearing on Monday.

The DC District Court ruled for the plaintiffs who requested “a temporary restraining order and preliminary injunction barring the OMB . . . from taking any steps to implement, apply, or enforce Memo M-25-13” which ordered a pause in federal grant and loan payments. → www.democracydocket.com/...

The vaguely worded OMB memo created a day of confusion and anger over the scope of the funding cuts. Amid reports that the state Medicaid payment portals had gone down, many Americans were worried about their access to health care.

OMB responded with “guidance” that says “any program that provides direct benefits to Americans is explicitly excluded from the pause and exempted from this review process. In addition to Social Security and Medicare, already explicitly excluded in the guidance, mandatory programs like Medicaid and SNAP will continue without pause.” → icma.org/…

Later in the day, the true nature of the cuts in federal funding became a bit clearer. New Mexico Senator Martin Heinrich posted an attachment to the OMB memo on his official Senate website → www.heinrich.senate.gov/...

Included is a list of 2,448 program targeted for potential defunding. The agencies responsible for each program are instructed to reply “Yes” or “No” to a series of questions that show the Trump administration’s priorities, namely to eliminate funding for any program they consider “woke” or left-leaning in purpose. The questions are:

Does this program provide Federal funding to non-governmental organizations supporting or providing services, either directly or indirectly, to removable or illegal aliens ?

? Is this program a foreign assistance program, or provide funding or support activities overseas?

Does this program provide funding that is implicated by the revocation and recission of the U.S. International Climate Finance Plan ?

? Does this program include activities that impose an undue burden on the identification, development, or use of domestic energy resources (including through funding under the Inflation Reducing Act of 2022 ; and the Infrastructure Investment and Jobs Act) ?

Does this program provide funding that is implicated by the directive to end discriminatory programs, including illegal DEI and “diversity, equity, inclusion, and accessibility” (DEIA) mandates, policies, programs, preferences, and activities, under whatever name they appear, or other directives in the same EO, including those related to “ environmental justice ” programs or “ equity -related” grants?

If you scan the list of programs, it’s easy to see how some of these will be gone when the administration’s review process is completed.
