Trump has ordered the disbursement of funds authorized by congress to be suspended. This is known as impoundment. It is unconstitutional. At least as of today. Members of congress have standing to go into court and challenge this and get an injunction. States and general recipients likely to as well. But this is a direct challenge to the power of congress. They should be in court already.
