What is it going to take for foreign leaders to understand that Trump is mentally ill? [1]

I was just reading this article here on Raw Story, which is a summary of an article in The Atlantic.
It appears Trump is genuinely serious about annexing Greenland. Needless to say, this is insane. Literally.
Trump had a phone call with Prime Minister Mette Frederiksen of Denmark. And it appears he is dead serious about annexing Greenland. Like, he was even threatening her. This has sent the entire Danish government into a panic.
I almost want to bang my head against my desk because it is mind-bogglingly frustrating the degree to which foreign leaders (and a lot of other people, but that’s another story) simply don’t understand that, with Trump, you are dealing with a genuinely mentally ill person. If a mentally ill person starts saying all sorts of off-the-wall things to you, you need to understand that it is their mental illness speaking, and you simply need to brush them off and ignore them. Yes, even if it’s the president of the United States. There are enough mechanisms in place which can keep a mentally ill president from doing the worst things he may want to do. If Trump wanted to start bombing Copenhagen, or send an invading force of thousands to Greenland, there would be a dozen people in the chain of command which would stop him from doing so.
But because all these foreign leaders don’t seem to understand that he is mentally ill, they’re actually taking him seriously (Note: But I wonder if Trudeau and the president of Mexico have figured this out. Maybe). If this story is accurate, there is a crisis brewing in Denmark all because they don’t understand that Trump is mentally ill. If they understood that, they wouldn’t be panicking. Instead they would just be telling him, “Yeah sure Mr. Trump. Whatever you say,” and roll their eyes.
On one of my other internet hangouts, the MAGAs mostly think he’s just bluffing to gain some sort of mineral rights in Greenland and/or is making a lot of noise just to troll the Democrats. They don’t think he’s really being serious, and otherwise, they’d prefer him to focus on other things. It’s going to be fascinating watching their reactions if it turns out he really is genuinely serious about this whole thing and becomes obsessed with it.
