“Uncle Joe” in the cartoon above is named after (or could be the same person as) “Joe Republican”, from the widely-distributed short story “A Day in the Life of Joe Republican”. If you haven’t read it, you should do a search for the title and read it! (It only takes about five minutes to read.)
“Handout programs”, according to Republicans, generally include: Welfare, WIC, SNAP (Food Stamps), HUD/Section 8, Medicare, Medicaid, and even Veterans’ Benefits and Social Security/Disability. Republican voters are usually opposed to all of those “socialist” programs until they themselves suddenly need them.
The phrase “I don’t believe the liberal media” in the second panel is an exact quote of a bumper sticker.
*FAFO stands for “Fuck around and find out”.
