CBC Roundup: The 1st CBC trio from Ohio - Reps. Joyce Beatty, Shontel Brown & Emilia Sykes [1]

Ohio has only had 6 Black members of the US Congress, all Democrats. Ohio’s first Black Congressman was Louis Stokes (served 1969 — 1999), a founding member of the CBC. In fact, it was Louis Stokes, along with Charles Lucas, a Black Republican, who wrote the brief that led to the US Supreme Court ruling that created Ohio’s first majority Black district, the 21st. The 21st district was dissolved in 1993 and re-districted to the 11th. Stokes was elected for 15 consecutive terms, first to OH-21 and then to OH-11. Congressman Stokes was a champion of civil rights and social and economic justice. He was also known for chairing the United States House Select Committee on Assassinations (HSCA), established to investigate the assassinations of President John F. Kennedy and Reverend Martin Luther King, Jr.. The HSCA concluded that both were assassinated as the result of a conspiracy.
Of Ohio’s 6 Black US Congress members, four, including Congressman Stokes, were elected from OH-11.
Congressman Stokes was succeeded in office by Congresswoman Stephanie Tubbs Jones (served 1999 — August 20, 2008), the first Black woman elected to the US Congress from Ohio and the first Black woman to serve on the House Ways and Means Committee. She died as the result of a cerebral hemorrhage from a ruptured brain aneurism on August 20, 2008. During her tenure in Congress she focused on children, education and healthcare (especially women’s healthcare, where especially Black women suffer and die from inequities).
Congresswoman and Secretary of Housing and Urban Development, Marcia Fudge was elected to succeed Congresswoman Tubbs Jones, serving in the US House of Representatives from November 19, 2008 to March 10, 2021, when she resigned to become Secretary of Housing and Urban Development.
That brings us to Congresswoman Shontel Brown, elected November 2, 2021 to present. During her short tenure, Congresswoman Shontel Brown has sponsored 19 bills, none enacted as of yet (this is the norm and certainly to be expected without a Democratic majority in Congress) and co-sponsored 666 bills, 10 that have been enacted, the Emmett Till Antilynching Act being the most significant.
Here are a few examples of Congresswoman Shontel Brown’s important voice in US House Committee work.
Congresswoman Joyce Beatty was elected to Ohio’s redrawn 3rd Congressional District in 2012, representing OH-3 from 2013-present. Congresswoman Beatty is thus the first Black US Representative from Ohio elected in a district other than Ohio District 21/11. Congresswoman Beatty has been the sponsor of 3 bills and the co-sponsor of 96 bills enacted into law. She served as Chair of the CBC from 2021 to 2023 and has announced her bid to run as a DNC Vice Chair (for Civic Engagement and Voter Participation).
Congresswoman Emilia Sykes was elected to Ohio's 13th US Congressional District in 2023, replacing Tim Ryan who resigned from Congress to run for US Senator from Ohio. OH-13 was redistricted in 2012. Congresswoman Emilia Sykes is the first Black US Representative from the district and the third Black US Representative from a district other than OH 21/11. She is already the sponsor of one bill and co-sponsor of 4 bills enacted into law.

Friday (Jan 3) The 119th Congress began, new members being sworn in and the US House voting for Speaker of the House.
